CA State Payroll Cuts Questioned
Gov. Jerry Brown wants to cut state worker pay by 5 percent to help close California’s $16-billion budget gap.
To get the expected $800 million in savings, ($400 million to the general fund) the governor is proposing to shorten the workweek for state employees. But a cut to the state payroll now could drive up state costs later.
For example, in 2008-2009 Gov. Arnold Schwarzenegger ordered state workers to take off first two and then three days a month without pay.But Ryan Sherman with the California Correctional Peace Officers Association (CCPOA) says prison guards couldn’t take those furlough days because overcrowded prisons were too short staffed.
“Since the facilities never close, all three shifts have to be covered, and especially mandatory posts, the tower, you know, all the different security positions.” Sherman says...

Riot turns attention to private prisons
Now that order has been restored at the Adams County Correctional Center after weekend rioting saw one prison guard killed and 16 other prison personnel and three inmates injured, perhaps it's time to ask how and why Mississippi got into the private prison business.
Politically, it's a long story.
When the smoke cleared, a prison spokesperson told Mississippi taxpayers that the 2,567-bed prison near Natchez houses adult male illegal immigrants who had come back into the U.S. after being deported...

Escalating state budget deficits were revealed in California Governor Brown’s state 2012-13 May Revised Budget released May 14. This requires shared sacrifice in the form of additional cuts to state services, a theme previously articulated by the Governor. In December 2011, Governor Brown announced in Latin, “Nemo dat non habet,” which he translated to “No man gives what he does not have.” At the time, he used this expression to belie the severity of California’s fiscal crisis and the inevitable action required to plug the estimated $2.2 billion revenue shortfall.
In this spirit of fiscal responsibility, the Governor introduced a series of budget reductions or triggers, to take effect January 1, 2012 and reduce state spending by $980 million. These cuts affected a wide-range of programs, including state education and social services...

State Sued In Second (Private) Prison Inmate Murder Case
The family of another Hawaii prison inmate murdered in his Mainland prison cell has sued the state and private prison operator Corrections Corporation of America.
Clifford Medina, 23, was strangled in 2010 by cellmate Mahinauli Silva in a segregation cell at Saguaro Correctional Center in Arizona.
The lawsuit, filed by the ACLU and a Mainland law firm in state court, accused the state Department of Public Safety and CCA of “deliberate indifference” and “gross negligence” in their oversight and operation of the Saguaro facility...

Media access to inmates legislation
A 15-year-old law, signed by former Governor Pete Wilson, restricts the press’s access to California’s prison inmate population. According to an editorial in the Los Angeles Times, it’s time that law was repealed.
At the time the Wilson administration insisted that doing away with in–person inmate interviews was necessary because too many prisoners were using the media to promote themselves, becoming celebrities in their own right.
Since then, the law may have had some unintended consequences. Prison inmates are no longer calling radio shows and touting book and movie deals, but there’s also not a lot of sunlight being shed on what happens inside the prison system...

Police find four firearms inside East Oakland house
A report of people seen walking into an East Oakland house with guns Tuesday afternoon led to the arrest of a parolee and the recovery of four firearms, police said.
A caller told police about 12:50 p.m. that there were people who had guns inside a house in the 2400 block of 90th Avenue.
More than 20 officers responded to the scene and shut down 90th Avenue between MacArthur Boulevard and Hillside Street while they established contact with the people inside...

Police reportedly find stolen credit cards, stolen weapon during arrest of parolees
Brandon Scott Wisuri, 29, and Robert Ray Guillory, a 27-year-old parolee-at-large, were both arrested Tuesday afternoon at a home in the 300 block of West Alameda Street by street crimes unit officers after having to force open the front door.
Both men were transported to the San Joaquin County Jail where they are being held without bail on parole holds.
Manteca Police had reportedly received information that Wisuri was at the Alameda Street address. It was also discovered that the residence had someone living there that was on searchable probation...

Accused robber chased down by victims
A wanted parolee got more than he bargained for when he grabbed a chain saw from the back of a pickup truck and ended up being chased down by the rightful owner, Hanford police said.
It started around 5 p.m. Friday near the intersection of Redington and Third streets. Rodolfo Carnero, 35, is accused of reaching into the back of a stopped pickup and hauling out a chain saw. But before he could walk away, owner Salvador Araiza told police he confronted him and demanded its return.
Instead, Carnero lifted the power tool above his head and made to hit Araiza with it, police said. That’s when Araiza’s friend ran up and said he’d called 911 and officers were on their way...

Couple named ‘persons of interest’ in 2011 Pasadena slaying
Police have named a parolee and his girlfriend as 'persons of interest' in the shooting death of a 43-year-old Altadena man in late 2011 as they await trial on unrelated drug charges, officials said.
Chauncey Hollis, 40, whose last known address was in Monrovia, and Jewel Taitt, 46, of Pasadena were arrested Friday and booked on suspicion of murder, as well as possession of cocaine and marijuana for sales, Pasadena police Lt. Tracey Ibarra said...
