Concerns raised about 1,900 more Wasco inmates

With a state prison that's poised for expansion in their backyard, city officials shared some concerns at a Wednesday meeting with state planners working on an environmental report about the proposed growth.

The expansion at Wasco State Prison is part of Assembly Bill 900, which Gov. Arnold Schwarzenegger signed in 2007. The idea is to replace nontraditional beds in areas such as gyms and dayrooms with beds in cells. Wasco could hold 1,900 more inmates, bringing its total number to 8,000 men. Kern Prisons May Expand to Alleviate State Overcrowding

The state prison system is facing a bed shortage, and several Kern facilities may expand to help relieve overcrowded conditions. Statewide, too many inmates are sleeping in gymnasiums and day rooms rather than dormitory-style or cell accommodations. North Kern State Prison and Kern Valley State Prison in Delano, Wasco State Prison and California Correctional Institution in Tehachapi will participate in the state infill housing program. Infill beds are designed to alleviate crowded conditions at existing prison sites, said Brian Parriott, a spokesman for California Department of Corrections and Rehabilitation. Special Review into the Shooting of Inmate Daniel Provencio (Wasco State Prison)

From the Introduction section of the Auditor's report:
This report presents the results of a special review conducted by the Office of the Inspector General's Bureau of Independent Review into the circumstances surrounding the death of inmate Daniel Provencio at the Wasco State Prison-Reception Center (Wasco) and of the several investigations that followed. The incident began on January 16, 2005 when a fight broke out between two inmates who were finishing their evening meal. As officers attempted to gain control of the situation, Provencio inserted himself into the incident and was struck once in the head by a 40mm direct-impact "sponge," or rubber-like, projectile. The resulting head wound to Provencio caused him to lapse into a coma approximately 45 minutes later and caused his eventual death on March 4, 2005.

The Office of Internal Affairs of the California Department of Corrections conducted a criminal investigation into the incident and found no criminal misconduct by Wasco employees.

Wasco State Prison: Concerns About Institutional Safety & Security

From the Introduction section of the Auditor's report:
In April 1999, several events occurred at Wasco that raised concerns about the safety of correctional staff and inmates. One incident involved prisoners obtaining confidential information relating to correctional officers and administrative staff. In the same month, Wasco also suffered a complete power outage that lasted for nearly seven hours. The failure of a single electrical transformer terminated the institution's incoming utility power. Because the blown transformer operates on the same electrical circuit as the emergency generators, the generators were unable to respond...
