We spent much of this week representing our members in negotiations — including an O.H. Close negotiation for the Sexual Treatment Unit and continuing AB 109 negotiations regarding staff layoffs.
 
I was also able to tour Ventura with CCPOA Press Secretary JeVaughn Baker, and attended their chapter meeting that evening. Visiting local institutions is a high priority in my book — talking with staff face-to-face, hearing your concerns and providing updates on what weʼre doing to stop the closures and protect DJJ jobs. Jevaughn is also very interested in the challenges you face, and was impressed with the difficult jobs youʼre doing under these very stressful circumstances. Heʼll be looking for more opportunities to talk with you in the future, and get your stories out...

CCPOA WEEKLY UPDATE — JANUARY 27, 2012

While just over 200 layoff notices are scheduled to go out this week, we were able to successfully negotiate a final transfer opportunity for these members — above and beyond the original agreement — to place them in permanent intermittent positions, if they so choose. If you receive this layoff notice, there will also be a Transfer Option Sheet enclosed — we strongly encourage you to take advantage of this Transfer Option and accept one of these positions. There are more than enough of these open positions to accommodate you, so every single one of you should complete and return this Option Sheet immediately...

Itʼs only the first week and I can already tell that 2012 is destined to be a very busy year. First and foremost, the Governorʼs 2012-13 Budget Proposal calls for the complete shift of all youthful offenders to local jurisdictions by Jan. 1, 2013. We will obviously be employing every technique at our disposal to dissuade the Governor from this shift. However, if it does come to pass, we will work to ensure continued employment for every displaced DJJ employee...

Supervisory Update: November 23, 2011

Dear Member,

Attached you will find the SO6/MO6 statewide bid document regarding the procedure set to begin on November 28, 2011. You will note the document is in draft form, and we do hesitate to send out a draft instead of  the final version. However due to the time frame of the bid and the fact that this document is already circulating we are sending it out in this form. We continue to seek a final version from the state. As soon as we receive the final version we will forward that as well.

One of the issues that we have requested to be included in the memo deals with members displaced from SYRCC and their ability to take part in this bid. The email clarification we received from Labor Relation states that those members will be allowed to participate, but ONLY those that bid to DAI, attended the transitional academy AND bid to an overage institution.

Supervisory Update: October 28, 2011

 

Regarding the saga that has become the elimination of the POFF II benefit for supervisors and managers it has been well documented in these updates that we requested numerous items in exchange for the lose back in April of 2011. So far we have not received any of the monetary items we requested. However two weeks ago we received notice from the Department of Personnel Administration (DPA) Director Ron Yank that CDCR Secretary Matthew Cate has agreed to two additional items we requested.
 
Those items are the return of the CCPOA Supervisory Relief Time Bank and “super seniority” for our Supervisory Vice Presidents under post and bid (the Seniority Assignment - SA Agreement), just as the Chapter President and Chief Job Steward are given under the rank and fie MOU. We are attempting to secure a date next week to meet with CDCR Labor Relations to discuss just how and when the super seniority will be
implemented...

Supervisory Update: September 2, 2011

 

Representatives from the CCPOA Supervisory Division met with Ron Yank, Director of the Department of Personnel Administration (DPA) and with Matthew Cate, Secretary of the California Department of Corrections and Rehabilitation (CDCR) on Monday August 29, 2011 regarding the elimination of the POFF II benefit to SO6/MO6 members.
 
Both of these individuals stated that they strongly believe supervisors and managers deserve something in return for the POFF II benefit. I do believe that they made this pitch to the Department of Finance (DOF) as well. However I also know that when dealing with DOF it all comes down to dollars and cents – every time...

As usual it was an honor to meet the men and women on the front lines that represent our membership on a daily basis under the direst of conditions. Valuable insight is always gained in face-to-face meetings regarding differing opinions on our direction and where we need to improve. There is no doubt there is still work to be done. We are not where we need to be, and if we ever believe we have reached the target surely complacently will set in. It’s never over - but we can, and will, move forward...

It’s been a busy couple of weeks on the CCPOA Supervisory front. As pointed out in a previous update we met with CDCR upper management on July 15th over a myriad of issues. Most of which require CDCR Labor Relations to get back to us. With the number of limited term assignments, and the termination of those assignments, a major issue of how seniority is calculated has become one of those issues.
 
We have always operated under seniority in classification for the Seniority Assignment (SA) agreement, vacation bids etc. Most institutions have informed those returning to the classification of Sergeant, for example, from limited term Lieutenant that their Lieutenant time does not count as Sergeant seniority. While a select few institutions have told members the Lieutenant time does count as Sergeant seniority...

Supervisory Update: July 18, 2011

 

Dear Supervisory Member: 
 
Last week I received a telephone confirmation from the Director of the Department of Personnel Administration (DPA) regarding our request to allow SO6/MO6 members to remain in the CCPOA Benefit Trust Fund (BTF) for dental coverage. As you may know this was a request that we originally made under the Schwarzenegger Administration, they gave use the disingenuous response that it just wasn’t possible. I could have lived with the answer had it been “We’re not real fond of you and we don’t want to.” At last that would have been truthful.
 
Anyway we made our case again to the new Administration a short time back as this really is a no cost to the state item. We met with DPA and this time they actually brought someone from the DPA Benefits Division. Our request went up the chain of command and has been accepted by the Governors Office as a non-cost benefit to our members. So as we move forward SO6/MO6 members will be allowed to remain with the BTF as they promote. In addition current SO6/MO6 members will be able to return to the BTF if they wish...

California Correctional Peace Officers’ Association 2011 SUPERVISORS Contract Survey

This survey is designed to get Supervisory Members’ input on matters that are of the most concern of those who work the toughest beat in the state. In offering their comments, members should bear in mind the difficult fiscal condition of the State budget. The information gathered through this survey will be used to formulate proposals to submit to the new administration.

Supervisory Update: November 4, 2010

The Governor’s election is finally over. Thank you to all of our members who sacrificed their personal time to assist in the campaign. The first step has been taken, now it’s time for the second. It’s not time to rest. One foot in front of the other – repeat as necessary.

Supervisory Update: October 21, 2010

Today at 3:30 p.m., Julie Chapman, DPA held a conference call with several bargaining units to clarify the Governor's Executive Order S-15-10. The main points remain consistent with the information we have already released for SO6 and MO6. Effective November 1, 2010, employee retirement contribution will increase from 8% to 11% minus $863 dollars. For current employees or those with prior state service returning to service, the retirement formula 3.0% @ 50 will remain the same. For "brand new employees to state service," the retirement formula will be the three-year highest average and the formula will revert to 2.5% @ 55. DPA is currently working with the state controller's office to establish new retirement codes.

Also effective November 1, furloughs end for SO6 & MO6. Employees will earn one PLP day per month which will be added at the beginning of the month to afford the employee the opportunity to use the PLP day the month it is actually earned. PLP days will have no cash value and must be used before termination of state service...

Over the past week numerous meetings have been held in various forums to discuss supervisory issues.

On Thursday September 16th Steve Weiss, CCPOA Chief of Labor, Michael Smalley, CCPOA Benefit Trust and myself attended a meeting with two DPA Labor Relations employees. We initiated this meeting to request giving our SO6 and MO6 members the option of remaining with the CCPOA Benefit Trust for dental. I know for me personally it would save $60 a month. It may not work for everyone, but we believe we should have the option, just as other units that operate their own trusts have...

Supervisory Update: September 1, 2010

The date for the first CCPOA supervisor information forum is approaching quickly, at this time there is still space available for members that would like to attend.  The meeting has been set for Friday September 17, 2010 at CCPOA headquarters in West Sacramento to begin at 9am. As the post and bid period for supervisor’s approaches we are having numerous issues statewide with managements interpretation of the Seniority Assignment Agreement for Sergeants and Lieutenants. The main issue focuses on the exempt positions, which can be controlled by management, however they still must be included in the count by the agreement. Supervisory Update: August 11, 2010

Dear Supervisory Member,

The date for the first CCPOA supervisor information forum has been set for Friday September 17, 2010 at CCPOA headquarters in West Sacramento. This date was chosen to allow a time frame for members to request time off, agree to a swap etc. An RSVP is requested from those planning on attending to ensure we have enough room in the large conference room at CCPOA and do not need to move to another location.

This will hopefully be a kick-start to regional supervisor information forums around the state. Participation will dictate the frequency and location of these meetings as we move forward. You should be receiving an informational flyer, which may be placed on your institutional bulletin board. You must be a CCPOA supervisor member to attend the forum.

As more information becomes available on these and other issues I will continue to update you.

Supervisory Update: August 2, 2010

The month of July ended with numerous interesting events. Although, considering the nature of those events, interesting may not be the proper word.

Gov. Schwarzenegger tried to implement minimum wage for state employees and initially appeared to be successful, only to have the courts put the entire deal on hold once again. Which, of course, lead to the eventual re-implementation of furloughs for all but the six bargaining units that currently have tentative agreements pending.

Speaking of tentative agreements, the state expressed a desire to bring the largest badge unit (Unit Six) in with a deal of their own. As recently agreed to by the Board of Directors, CCPOA attempted to explore the possibility of doing just that...

Supervisory Update: May 18, 2010

As you are probably aware the Governors Office released the May Revise on Friday, May 14, 2010. It contained no real surprises, more bad news for state employees. In addition to the cuts in the January proposed budget release the May Revise contains a PLP day. This is nothing more than a furlough day with a PLP ribbon around it, and shouldn’t be confused with the PLP days we received in the early nineties. This PLP has no cash value and is in fact nothing more than a self-directed furlough as noted in the analysis from the Legislative Analyst’s Office below...

Update on Issues Concerning Supervisor Members

On the legal front we are still waiting for a decision regarding the furlough lawsuit by the court of appeals. The final rebuttals by all parties will be complete this week. Basically the judge can rule whenever he wishes. I feel compelled to point out the fact that our suit was filed in March 2009 and has subsequently in essence been fast tracked through the process after the Alameda court ruling in our favor. Although “fast” hardly seems appropriate when dealing with the legal system.

CCSO filed virtually the same suit on behalf of supervisors in November 2009. The state went to great lengths to argue the suits were identical and should be combined. Had they been successful our suit would still be waiting to be heard. Luckily the courts agreed with us, did not combine them, and moved forward. Now we wait for a decision...

It’s time to mend the fences. There seems to be a prevailing attitude throughout our institutions of us against them, and rightfully so. However, at one time it was easier to determine the us and the them of this statement. Not so long ago it was us (staff) - green and them (inmates) - blue. It seems we have digressed to CCPOA Vs. Arnold, CCPOA Vs. CCSO etc.

It’s time to bring all of our members together on the same page, be they R06, S06 or even M06. How many times have you heard “He/She has changed since he/she promoted?” Occasionally animosity grows from there. The truth of the matter is promoting does require a certain degree of change. The individual that promotes is now responsible for things that were someone else’s responsibility in the past...
