Riverside County supervisors to take first step toward $237 million proposal to expand Indio jail

RIVERSIDE COUNTY: Officials expect 450 more parolees

Riverside County must supervise nearly 450 more state parolees than first expected under a state law that shifts responsibility for low-level offenders to local authorities, the county’s chief probation officer said Tuesday.

Under the law, known as public-safety realignment or AB 109, Riverside County had expected to oversee 1,688 parolees this year, Chief Alan Crogan told supervisors.

But based on the actual number from October through January, that total is expected to grow to 2,136 by June 30, Crogan said...

Riverside County agencies struggling due to more inmates, parolees

Riverside County agencies are struggling to manage the increased workload resulting from a higher number of inmates in county jails and a greater number of parolees being supervised locally due to a change in state law, according to a report to be reviewed Tuesday by the Board of Supervisors.

The Department of Probation will present an overview of the initial effects of Assembly Bill 109, the Public Safety Realignment Act, which took effect Oct. 1 and has since proven to be a heavier burden on local resources than originally predicted, according to the report.

Riverside: Pursuit of parolee leads to officer-involved shooting

Riverside police officers attempting to chase down an allegedly armed parolee today opened fire during the pursuit, but didn’t hit anyone, a sergeant said.

The officer-involved shooting happened around 3:30 a.m. in the vicinity of Sedgewick and University avenues, in the city’s Eastside neighborhood, according to Sgt. David Amador.

He said two patrol officers stopped a vehicle for a traffic violation, and a man in the passenger seat immediately bolted...

Despite Riverside County's pension reforms, about 380 attorneys have figured out a way to preserve an extra bump in pension benefits that has been, but is no longer, available to about 5,000 county employees.

Until recently, retiring attorneys, law enforcement officers, department heads, managers, county supervisors and others have drawn pensions nearly matching their pay ---- if they put in a full 30 years with the county.

Former correctional officer kills two other C/Os, killed by police in shotout

A gunman killed by Riverside police after a nighttime rampage and his two slain victims were current or former officers with the California Department of Corrections and Rehabilitation, authorities said Wednesday evening. The bodies of the two victims — a man and woman — were found in front of a home in an upscale gated community.

The gunman fired at least a dozen rounds before he was fatally shot Tuesday evening by a responding officer, according to police and neighbors.

The shooter was identified as Virgil Anthony Millon, 46, a former lieutenant who left the Corrections Department in August 2008, according to the Riverside Police Department. He had been with the agency since 1987...

Parolee arrested for attempted murder of peace officer at Pechanga Casino

A Riverside County Sheriff's deputy from Temecula is recovering from injuries sustained in an altercation with a wanted parolee who turned on the officer and attacked him during a foot pursuit.

The unidentified deputy was treated and released from a local hospital following the Dec. 8 incident in the parking structure of the Pechanga Casino, said Lt. Scott Madden in a news release.

The suspect, 43-year-old James Deck of San Diego, was booked on suspicion of attempted murder on a peace officer, Madden said…

Parolee suspected of shooting teen to death in Coachella

A parolee who was convicted of a 2001 assault with a deadly weapon charge was identified Friday as the suspect in the fatal shooting of a teenager in Coachella.

Angel Esparza, 26, is accused of killing Angel Luna, 16, after the two argued in the 1400 block of Ninth Street in Coachella on Thursday, investigators said.

The Coachella man was on parole after serving a prison sentence for shooting someone on June 26, 2001, according to the Riverside County District Attorney's Office…

Desert Hot Springs City Council approves zoning ordinance for parolees

The Desert Hot Springs City Council unanimously approved a new zoning ordinance for parolees and probationers.

The ordinance will stop an "over-concentration" of parolee homes, defined as any buildings where two or more parolees live, city leaders said.

A parolee home must be at least 660 feet away from a hospital, religious institution, school or youth facility. It must also be at least 1,320 feet away from other parolee homes. No more than six parolees can live in a building at one time, and the police department must also be given a weekly update with the names of all parolees living there.

Parolee in custody on suspicion of Miramonte stickup

An Indio parolee was recently arrested for his alleged involvement in an August robbery at an Indian Wells hotel, Riverside County Sheriff's Department officials announced Tuesday.

The incident occurred at 12:24 p.m. Aug. 13 when a man entered the Miramonte Resort & Spa office armed with a firearm and demanded money. The thief took an undisclosed amount of money and fled the scene in a white SUV, officials said at the time.

The SUV was later found in the area of Elkhorn Trail and Arapahoe Vista in Indian Wells, where investigators believe the driver was picked up by an accomplice. On Oct. 8, investigators arrested Martin Daydi Chapa, 29, on suspicion of the alleged armed robbery…

Parolee shot by deputy ID’ed

The parolee fatally shot by officers in the Wine Country area after an eight-mile pursuit was identified Saturday as Timothy Joseph McCall, 41, according to the Riverside County coroner's office.

Riverside County Sheriff’s Department pushes to increase its ranks

The hiring campaign involves a series of tasks that must be completed by different county agencies — each pressed with tight schedules — so that the new employees can be in place when the county opens a new, 1,200-bed hub jail in 2012. Some of the new workers also will be assigned to the Larry D. Smith Correctional Facility in Banning, which will be expanded by almost 600 beds in late 2009 or early 2010.
