Lance Corcoran Passes
It is with profound sadness that we announce the passing of our brother and friend Lance Corcoran. On Sunday, February 27, 2011 Lance suffered heart failure that ultimately took his life. It is very difficult to find the proper words to console and comfort so many that are grieving the loss of a very special man. Once in a great while we have an opportunity to meet someone that is so special that they leave an enduring impression on our lives. Lance Corcoran was indeed that type of a person.
Lance was committed to the advancement of our profession and he cared deeply about the men and women that wear our badge. Anyone that had an opportunity to meet him knew that he had a great sense of humor and even through the toughest of times, he could make you smile. He was talented, determined, and compassionate. He was an uncommon man.
We are truly overcome by this loss and words cannot express the sadness that we all feel at this time. We hope that his family and all of his friends can find comfort in who Lance was as a person and the intensions of his heart. Our thoughts and prayers are sent to his mother and father, Barbara and Tim, his wife, Christine and three sons, Ian, Michael, and Dylan. As well as his two sisters, Tammy and Candice.

Parole Officer Union: GPS Tracking System Does Little Good
Alleged Jaycee Dugard kidnapper Phillip Garrido was supposed to have worn a GPS monitoring device every day from April 2008 until this August, when he was arrested.
However, records indicate his GPS signal dropped out almost every night last summer. According to a report by the state Inspector General, when Garrido was wearing his GPS device, he routinely went places he wasn't supposed to go.
None of those alerts were ever acted on, and Lance Corcoran is not at all surprised.
"Those violations happen every day in California," said Corcoran. "They are as routine as stoplights. They happen all the time…"

Schwarzenegger Recall Effort Launched
Facing the longest state budget impasse in recorded California history, Gov. Schwarzenegger will become the official target of a recall campaign Monday when the California Correctional Peace Officers Association files paperwork to recall the incumbent governor.
CCPOA spokesman Lance Corcoran confirmed to News10 Sunday that his union intends to launch the recall effort Monday morning.
"It's about leadership," Corcoran said. "Gov. Arnold Schwarzenegger is the worst governor in the history of worst governors…"

Schwarzenegger could soon face recall
As if Gov. Arnold Schwarzenegger didn't have enough troubles with the state's $17.2 billion budget mess, now comes word that there may be a move afoot to recall him.
Well-placed Sacramento sources tell us the state's politically powerful and well-financed prison guards union has lawyers drawing up language for a recall initiative.
Word is, the union will decide within the next couple of weeks whether to hit the streets with petitions…

Spokesman: Union May Help Recall Governor
An initiative to recall Gov. Arnold Schwarzenegger may be under way, according to a representative of a state prison guard union.
On Sunday, a union spokesman told KCRA 3 that the California Correctional Peace Officers Association is in full support of a recall effort against Schwarzenegger and that a recall may be filed Monday morning.
Union spokesman Lance Corcoran said that a number of groups are interested in pursuing a recall, and that the governor and his administration have been an utter failure on budget and policy issues…

For Corrections, Next Year’s Layoffs May Be Steep
The proposed staff reductions of 5,854 "personnel years" for the 2008-09 fiscal year that begins July 1 are contingent on legislative approval of the governor's plan to release of 22,000 inmates statewide. The prisoner-release order - which applies to releases of "nonserious, nonviolent, and non sexual offenders" is still pending in legislature.
"To achieve the budget projections, there needs to be a significant reduction in staff," said Seth Unger, spokesman for the California Department of Corrections and Rehabilitation (CDCR). "We believe that many of these savings would be achieved by eliminating vacant positions and offering early retirements."

Analysis: Prisons on Both Sides of the Budget

Prison Guards Union to Oppose Term-Limits Measure
The state correctional officers union on Friday reversed its earlier support of the Proposition 93 term-limits initiative and is promising to "put in as much as it takes" to help defeat the measure championed by Democratic Assembly Speaker Fabian Núñez of Los Angeles.
