A parolee was booked into County Jail Tuesday after an officer found him with stolen property and methamphetamine, police said.
Christopher Page, 33, was seen by an officer acting suspiciously over by Laurel and Center streets late Tuesday afternoon. Page fled when the officer tried to contact him and he was eventually apprehended by the river levee. District Attorney Bob Lee announced that Donald Carl Peter of Santa Cruz, age 48, was sentenced to one year in county jail following his guilty pleas last month to all counts charged: one felony count of possessing methamphetamine for sale, one felony count of maintaining a place for the sale and use of controlled substances, and one felony count of possession of a deadly weapon. Mr. Peter also admitted special allegations for serving a prison sentence in 1993 for possession of methamphetamine and having a prior transportation of methamphetamine conviction in 1998.
Mr. Peter was arrested in August 2009 after the Sheriff's Office Narcotics Enforcement Team received tips that Mr. Peter, the manager of an SLE (Sober Living Environment) located at 114 Park Avenue was selling methamphetamine to residents of his SLE as well as members of the community...

Budget cuts slash California rehabilitation program for prisoners
California prison officials began touting a new public safety reform in January that would encourage inmates to complete a rehabilitation course and earn six weeks per year off a sentence.
Inside Folsom State Prison, though, inmates and instructors leading such courses are skeptical it will work.
In reality, they say, budget cuts approved by legislators last year, needed to cope with an unprecedented fiscal crisis, are devastating programs that are the basis for the new credit and for helping inmates stay straight once free...

Pot, cell phones, chargers and tobacco packed into footballs, thrown onto CRC’s yard
Two footballs filled with pot, tobacco and cell phones sailed over a prison fence before dawn today in Norco prompting the arrest of two San Diego County residents, according to Riverside County sheriff's officials.
"The footballs were taped closed with packing tape and tossed over the perimeter fence line ... into a preselected area," Sgt. Adam Vallejo said in a written statement. "A correctional officer from the prison saw the footballs being thrown ... and summoned additional (officers) to collect the items and detain the suspects.
The incomplete passes were made at 3:10 a.m. at the California Rehabilitation Center at Fifth Street and Wilson Avenue. The footballs contained about an ounce of marijuana, about eight ounces of tobacco and 11 cellular phones complete with chargers and instruction booklets, according to the statement....

CDCR promises better inmate rehab services but cuts $250 million from programs?
CDCR stands for California Department of Corrections and Rehabilitation, but after $250 million in cuts to the rehabilitation programs, some believe it should just be called CDC.
Douglas Jockinsen, a correctional facility teacher who could be laid off March 1 said, "There is no 'R' in CDCR. And the programs that are left are a shadow of their former selves. They are the only programs that have shown to cut recidivism, people coming back to prison."
CDCR's Web site says "Inmates who learn to read and write and those who gain a skill are far more likely to succeed upon release. Those who do not are more likely to re-offend and end up back in prison."
With the hundreds of teacher cuts, CDCR will also have a new model when it comes to education — model they admit is not ideal….

Norteno parolee with meth, a pipe and loaded handgun RTC
A 24-year-old man was arrested at 4:35 a.m. today after police saw him in a 1988 Toyota Camry on the less-than-100 block of White Road in Salinas with a red jacket draped over his head and the steering wheel.
Police said Guillermo Martinez, a registered Norteno gang member on state parole, had a methamphetamine pipe he had tried to destroy, methamphetamine and a loaded .32-caliber semi-automatic handgun.
Martinez has been arrested on other occasions related to illegal possession of handguns, police said. He was booked into Monterey County Jail on suspicion of twelve violations of California penal codes….

Deputies arrest parolee for selling meth
Sonoma County sheriff's deputies have arrested a 24-year-old parolee for allegedly selling methamphetamine, and seized a pound and a half of the drug while serving a search warrant related to his alleged sales.
The deputies had conducted a month-long investigation into Pablo Chino of Santa Rosa that included making several purchases of methamphetamine, leading to the issuance of a search warrant, according to the sheriff's office.

Soccer ball filled with drugs, cell phones thrown over CA prison fence
A parolee was arrested Saturday morning near the Claremont Correctional Center in Coalinga after he allegedly threw a soccer ball full of drugs and cell phones over the prison fence.
Correctional staff members had received a tip about the scheme beforehand and notified the Coalinga Police Department, which called the Fresno County Sheriff's Office.

Gina Tatum spends her days in a compound surrounded by electrified fence in the sun-baked heart of the Central Valley, hoping to change her life. She will soon turn 50, and after two decades in and out of prison, she says she is tired of victimizing others, tired of stealing, tired of doing drugs.
"I can't afford any more years up here - I've lost too many," said Tatum, who is serving a four-year stint for forgery at the Valley State Prison for Women in Chowchilla. "I'm trying to learn things to change my thinking, change everything about me, so I can go home. It's so easy to get caught up here and never leave. I don't want to die in prison."
But because of cuts in the state budget, Tatum and thousands of other inmates and parolees in California are about to lose access to many of the programs the prison system has offered to help them turn their lives around…

Prison Blues: Substance-abuse treatment at Donovan becomes a victim of state budget cuts
On Wednesday, Oct. 14, Mark Faucette, vice president of the Amity Foundation, a nonprofit substance-abuse-treatment provider, will be at Donovan State Prison in Otay Mesa, saying goodbye to the roughly 500 inmates currently enrolled in Amity's Right Turn program. The highly regarded program, held up as a national model for effective prisoner rehabilitation, is being closed down, a casualty of state budget cuts.
Last week, Elias Contreras, the prison's associate warden, told a KPBS reporter that Right Turn would be replaced with a 90-day detox program. That's actually not the case: California Department of Corrections and Rehabilitation spokesperson Peggy Bengs confirmed for CityBeat on Tuesday that Donovan is one of eight prisons statewide that won't provide any sort of professional in-custody substance-abuse treatment. Substance Abuse Programs Reduce Recidivism
A newly released report from California Department of Corrections and Rehabilitation (CDCR) shows a substantial reduction in recidivism for offenders completing in-prison substance abuse programs followed by community-based substance abuse treatment.
"Effective treatment for alcohol and drug addiction is crucial for successful reintegration into the community when inmates are released," said Matthew Cate, CDCR Secretary. "Our emphasis on encouraging inmates who complete substance abuse programs in prison to continue in community aftercare treatment has proven to be successful," he said.

CDCR eliminates effective, proven rehab program due to budget cuts
…"Guys who get out, for the first 24 hours, what they want to do is take their money, get high, get a woman and they're back in jail in no time," Alexander said. "So getting prison out of the mind is getting to a place where you know what you need to do, the types of steps you need to do to be like us."
Alexander says veteran inmates who master the three-year program serve as mentors to help newcomers deal with their emotions. Those who do get out receive post-prison support so they continue treatment.
But the program that once put Donovan on the map in California's prison system is going away. It is one of the casualties as the department of corrections slashes $280 million in rehab programs.

Parolee, gang-banger charged with assaulting cop with deadly weapon, battery on cop, meth for sale
A 24-year-old man shot by a San Mateo police detective during a drug raid has been charged with assaulting a police officer, a prosecutor said Wednesday.
Police say Joseph Ortega, a parolee and documented gang member, slammed his Mitsubishi into a car carrying officers to a house in the 1400 block of Newbridge Avenue on Aug. 13. The officers were coming to the home to serve a drug search warrant on 25-year-old Hector Ramirez, who police say is a parolee and documented gang member.
Before officers could get into the residence, Ramirez walked out of the house and got into the passenger side of Ortega's Mitsubishi, which was parked on the street. Ortega drove into the police car, and then an officer who has not been identified shot him in the heart, police said. Ortega survived but the bullet is still in his heart. He has been charged with assault with a deadly weapon on a police officer and battery on a police officer, said assistant deputy district attorney Karen Guidotti. She said both charges are felonies and Ortega faces up to five years in prison if convicted…

Parolee allegedly caught with drugs, shotgun
A Redway parolee was arrested Wednesday night when a deputy allegedly found four pounds of processed marijuana in his vehicle.
The Humboldt County Sheriff's Office initially received a report that a wanted parolee was sitting in a parked car at a Redway motel at about 7:40 p.m. The responding deputy recognized Bret Lawrence Swortzel, 31, who was inside the vehicle, and arrested him for an outstanding warrant involving a parole violation, according to a Sheriff's Office press release.
As allowed under the terms of Swortzel's parole, the deputy searched the vehicle and seized four clear plastic bags, each containing a pound of processed marijuana, according to the press release. Authorities say deputies shot a man to death when he tried to grab a deputy's gun during a confrontation in Carson.

Parolee eludes Fremont police by driving wrong way on I-880
Police on Wednesday were looking for a parolee who they say led them on a car chase a day earlier through parts of Fremont and Newark before driving the wrong way on Interstate 880 to evade officers.
Authorities were looking for Hayward resident Santiago Ornelas, 33, a parolee thought to be armed with a gun and carrying drugs Tuesday in Fremont's Cabrillo neighborhood, police spokesman Detective Bill Veteran said.

Private prison guard pleads guilty to smuggling drugs into prison
A former Hernando County corrections officer who promised to deliver drugs to inmates at the county lockup pleaded guilty Friday to three drug-related charges.
Circuit Judge Jack Springstead sentenced Charles M. Dunn, 27, to 13 months in state prison.

State guts prison education, drug treatment programs
The rehabilitation of convicts took a hit recently as state prisons slashed rehabilitation programs in the face of shrinking budgets.
In April, Bay Correctional Facility had its contract with the state revised, reducing prison education staff from 24 employees to eight, according to state documents. All five of the prison's drug treatment positions also were cut.

Two former West Texas prison employees have pleaded guilty to smuggling contraband for prisoners.

Parolee accused of three molestations
A 28-year-old parolee suspected of child molestation was arrested by Merced County Sheriff's investigators earlier this month, after deputies received a tip about the alleged abuse from Child Protective Services.
Anthony Giron is accused of inappropriately touching three girls on separate occasions while they were sleeping, said Tom MacKenzie, sheriff's spokesman. MacKenzie said the allegations came to light May 13 after the sheriff's department received a tip that Giron was molesting an 11-year-old girl.

Auto theft detectives break up suspected drug buy
Three people were arrested after police reportedly witnessed a possible drug buy in Porterville.
Detectives with a countywide auto theft task force were conducting an operation on Friday in Porterville and were driving at about 11:18 p.m. on the 1500 block of West Tomah Avenue when they reportedly saw what looked like illegal narcotics activity between a pedestrian, David Gamboa, 32, of Porterville, and Marco Azevedo, 29, of Porterville, who was driving a vehicle.

Redding man sues state over religious drug treatment program
A Redding man filed a lawsuit in federal court Monday, claiming his rights as an atheist were violated when he was ordered to take part in a 12-step drug treatment program that taught reliance on a higher power.
Barry A. Hazle, Jr., 40, was found to have violated terms of his parole and sent to prison for 125 days after he formally complained about the program, according to his attorneys. His legal problems began with a 2004 felony conviction on methamphetamine possession.

Suspect in Yolo deputy’s killing had avoided ‘3 strikes’ lockup
By last fall, the suspect in Sunday's shooting death of Yolo County Sheriff's Deputy Jose Antonio Diaz had accumulated a record of violence and two prior felony convictions.

Cell phones pose threats behind bars
As technology advances and cell phones become ubiquitous, correctional facilities are facing an increase in security risks from phones smuggled to inmates.
Guards or visitors smuggling banned items like tobacco and drugs into prisons is nothing new. However, there's been an increase in contraband cell phones brought into California State Prison-Solano in Vacaville,, according to a Solano County Grand Jury report released last month.

Parolee arrested after entering homes
A wanted parolee and alleged Bulldog gang member apparently was looking for a place to sleep when he broke into two houses Thursday morning in southeast Fresno, police reported. Frankie Saldate, 28, who appeared to be under the influence of alcohol or drugs, was arrested on suspicion of misdemeanor trespassing and for parole violation, Sgt. Frank Rose said.

Government Starts Cutting Sentences Of Crack Inmates
More than 3,000 crack offenders are eligible for release within the year, according to an analysis by the U.S. Sentencing Commission. The commission modified a 100 to 1 ratio disparity between sentences meted for crack and powder cocaine possession, saying that it was unfair because the drugs are virtually the same.
The Bush administration opposed the U.S. Sentencing Commission's decision to make the new guidelines retroactive for inmates currently serving sentences for crack cocaine crimes. Attorney General Michael B. Mukasey said that crack offenders would clog the courts with petitions requesting a release, and that "violent criminals" would eventually be returned to the streets…

Assessing the Role of Neuropsychological Functioning in Inmates’ Treatment Response
Introduction:
One of the most pressing issues within corrections today is the presence of inmates who are unresponsive to authority, repeatedly violate institutional rules, victimize within the institution, and are responsible for high post-release recidivism rates (Corrections Program Office, 1999). These same inmates, whether predatory or impulsive, often show poor decision making skills and lack behavioral self regulation. And importantly, they tend not to respond to conventional treatments in spite of their greater need for intervention. Yet, few correctional facilities have the knowledge or resources to attempt to more effectively treat these inmates given that the supportive research is lacking. Many triage them into 23-hour segregation units to minimize the safety concerns they pose and to avoid consuming scarce treatment resources on a population that does not respond to conventional approaches. Research suggests that a significant number of these inmates have psychopathic characteristics that further complicate treatment efforts and worsen their post-release outcomes. In response to the inability to effectively treat these inmates, several states screen for psychopathy to exclude them from treatment in an effort to avoid waste of precious resources on those who are not likely to respond favorably. For example, some states disqualify drug abusing offenders with high scores on the Psychopathy Checklist (PCL-R) (Hare, 1991) from treatment programs. Overall, there are few concerted attempts to treat these inmates, and most efforts have not fared well (Hare, 1999). Correctional administrators see clear public safety benefits to being able to accurately identify these inmates and more effectively direct treatment resources. In the absence of a thorough understanding of what underlies inmates’ persistent misconduct and treatment resistance, we will continue to fail to reach this very important subgroup, which is responsible for the majority of serious, violent crimes in our communities.
