Deuel Vocational Institution Medical Inspection

Enclosed is the Office of the Inspector General's final report on its inspection of medical care delivery at Deuel Vocational Institution. Consistent with our agreement with the receiver, the purpose of our inspection was to evaluate and monitor the progress of medical care delivery to inmates at the institution. The report finds that based on our weighted scoring system encompassing 18 components, Deuel Vocational Institution received 72.6 percent of the total weighted points possible. Deuel Escapee Caught

On Tuesday, about 8:30 p.m., Tony Jones, an escaped state prison inmate from Deuel Vocational Institution in Tracy, was captured. Jones, 21, who escaped from custody Tuesday afternoon from the San Joaquin County Courthouse in Stockton, was apprehended by special agents from the California Department of Corrections and Rehabilitation's Office of Correctional Safety at a residence in Richmond. Jones was serving a three-year term for assault with a deadly weapon.

Reforms could add 2,000 beds at Deuel

TRACY - Under state prison reform plans, Deuel Vocational Institution, a medium-security facility near Tracy, might add 2,000 new beds, the prison's acting warden told a group of community leaders Tuesday.

Deuel's Steven Moore said part of a $7.7 billion prison reform bill signed into law one year ago could pay for construction of 500 new beds at the Tracy prison to relieve overcrowding.

Deuel also is being considered for a 1,500-bed medical center, he said.

The federal appointee overseeing California's prison health care system said the location of youth prisons south of Stockton also has been discussed for possible expansion and is even more likely to be picked for a regional medical center for adult inmates…

A wanted parolee broke his legs when he jumped from a second-story window Tuesday while trying to get away from Merced police and state parole agents, Merced police reported.

Inmate Appeals Process Review California Rehabilitation Center

This report presents the results of the Office of the Inspector General's review of the CDC-602 inmate appeal process used at the California Rehabilitation Center. The review was prompted by a letter from a California Rehabilitation Center inmate dated March 13, 2000, reporting a backlog in the inmate appeal process. The Office of the Inspector General was subsequently told by staff at the California Rehabilitation Center that the backlog at the institution for processing inmate appeals was six to eight weeks. A backlog of that magnitutde would make it virtually impossible to process inmate appeals within regulatory time limits.
