Governor’s Latest Appointees: March 2008
Yvette Marc-Aurele, 53, of Stockton, has been appointed superintendent of O.H. Close Youth Correctional Facility. She has served as acting superintendent at the O.H. Close YCF in Stockton since 2006. From 2004 to 2005, Marc-Aurele was deputy director at the Institutions and Camp Branch in Sacramento and, from 2002 to 2004, was executive superintendent for the Northern California Youth Correction Center in Stockton. From 2000 to 2002, she was executive superintendent at DeWitt Nelson Youth Correctional Facility in Stockton and, from 1998 to 2000, was superintendent at O.H. Close YCF. Prior to that, Marc-Aurele was assistant superintendent at DeWitt Nelson Youth Correctional Facility from 1997 to 1998, treatment team supervisor at the Karl Holton Youth Correctional Facility in Stockton from 1990 to 1997 and parole agent at O.H. Close YCF from 1986 to 1990. This position does not require Senate confirmation and the compensation is $125,892. Marc-Aurele is registered decline-to-state.
Matthew Martel, 59, of San Bernardino, has been appointed warden of the California Rehabilitation Center (CRC). He has held various positions at the CRC since 1982 including acting warden since 2007, chief deputy warden from 2006 to 2007, correctional administrator from 2003 to 2006, facility captain from 2002 to 2003 and correctional counselor II supervisor from 1995 to 1999. Prior to that at CRC, Martel was correctional counselor II supervisor from 1989 to 1995, correctional counselor I from 1986 to 1989, correctional educator from 1984 to 1986, emergency operations-negotiations management team member from 1984 to 1995 and correctional officer from 1982 to 1984. Additionally, he was facility captain at the Community Correctional Facilities Administration at Adelanto from 1999 to 2002 and facility captain at Ironwood State Prison in 1995. Martel served in the U.S. Air Force Reserve from 1980 to 2002. This position does not require Senate confirmation and the compensation is $129,108. Martel is a Republican.
Terri McDonald, 44, of Sacramento, has been appointed associate director of reception center institutions for the California Department of Corrections and Rehabilitation (CDCR). She has served as acting associate director of reception centers for CDCR since 2007. From 2006 to 2007, McDonald was chief deputy administrator of correctional programs for California out-of-state correctional facilities and, in early 2006, was chief of the classification services unit for the Division of Adult Parole Operations (DAPO). From 2004 to 2006, she was correctional administrator for general population level II and III institutions for DAI and, earlier in 2004, was a correctional captain and facility captain at Folsom State Prison. From 1990 to 2004, McDonald held various positions at California Medical Facility including correctional captain from 2001 to 2004, correctional lieutenant from 1996 to 2001, correctional sergeant from 1993 to 1996 and correctional officer from 1990 to 1993. She began her career as a correctional officer at Sierra Conservation Center from 1988 to 1990. This position does require Senate confirmation and the compensation is $135,564. McDonald is registered decline-to-state.

Ex-CCA official: Puryear misled clients
A former Corrections Corporation of America manager is accusing the company's general counsel and federal judicial nominee Gus Puryear IV of overseeing a practice that produced misleading reports about safety incidents at its prisons.
Ronald T. Jones, who until last year worked as a senior manager in quality assurance at the Nashville-based prison operator, said that Puryear directed him and other staff to classify incidents such as escapes, unnatural deaths and disturbances as less serious to make its performance look better in reports to government agency clients. Reports prepared for internal use, meanwhile, included more details about the specific incidents, Jones said.
Time Magazine also reported Jones' allegations on its Web site on Thursday.

Schwarzenegger’s New CDCR Appointees
Marisela Montes, 54, of Gold River, has been appointed deputy director of the division of adult institutions for the California Department of Corrections and Rehabilitation (CDCR). Since 2007, she has been senior adviser to the Division of Adult Institutions for CDCR. From 2006 to 2007, Montes was chief deputy secretary of Adult Programs at CDCR. She previously served as deputy director for administration at the Department of Transportation from 1999 to 2006 and chief of correctional planning and research at CDCR from 1998 to 1999. Montes held various positions within CDCR from 1984 to 1999, including deputy director of the Parole and Community Services Division and associate warden at California State Prison, Solano. Prior to that, she held positions at the Department of Social Services from 1981 to 1984 and State Personnel Board 1980 to 1981. Montes began her career in state service as a postsecondary education specialist at the California Postsecondary Education Commission in 1977. This position does not require Senate confirmation and the compensation is $142,428. Montes is registered decline-to-state.
Kimberly Petersen, 45, of Modesto, has been appointed community program manager for the Northern California Re-Entry Facility in Stockton for the California Department of Corrections and Rehabilitation. Since 2007, she has been a professor of victimology at California State University, Stanislaus. From 1999 to 2007, Petersen was executive director of the Carole Sund/Carrington Memorial Reward Foundation and, from 1996 to 1999, was a teacher at Joshua Cowell Elementary School in the Manteca Unified School District. From 1991 to 1995, she was recreation director for the Livermore Valley Tennis Club, and from 1987 to 1991, was a teacher and athletic director at Our Savior Lutheran School. Prior to that, Petersen was a teacher at Zion Lutheran School from 1986 to 1987. This position does not require Senate confirmation and the compensation is $87,048. Petersen is a Republican.

Senators raise doubt over testimony of Nashville judicial nominee
The accuracy of testimony by Gustavus "Gus" Puryear IV at his confirmation hearing to be a federal judge is being questioned by four Democratic members of the Senate Judiciary Committee.
Puryear is general counsel of Nashville-based private prison giant Corrections Corporation of America and was nominated by Republican President Bush.
After the February hearing, he provided written answers to additional questions about the company's handling of the death of an inmate at a company-run facility in Nashville, potential conflicts of interest he would face as a judge and his membership in the Belle Meade Country Club.

New Inspector General Appointed to OIG by Governor
Jeremiah Twomey, 45, of Sacramento, has been appointed chief assistant inspector general for the Bureau of Audits and Investigations in the Office of the Inspector General. Since 2007, he has served in the securities regulation division at the Department of Corporations, mostrecently as acting chief deputy commissioner/deputy commissioner. Previously, Twomey was supervising examiner for the Department of Corporations from 2006 to 2007. Prior to that, he was associate vice president of management consulting services for School Services of California, Incorporated from 2002 to 2006 and director from 1998 to 2000. From 2000 to 2002, Twomey was senior deputy inspector general at the Office of the Inspector General and, from 1997 to 1998, was senior management auditor for the State Controller's Office.
