As you may be aware, the CDCR is implementing various changes to programs and staff working conditions - some of which may be in violation of our contract. For instance, the Behavioral Management Unit (BMU) was approved as a pilot project at one institution, but is now being expanded, without proper authority or notice, to other institutions.
