Officers arrest parolee-at-large in North Highlands search
California Highway Patrol officers arrested two men Monday afternoon, one of which was a parolee-at-large.
Richard Rustin, 47, and Dennis Silva Jr., 43, were arrested after trying to flee the area when officers tried to question the two suspects, CHP Officer Lizz Dutton said.
CHP officers noticed the suspects acting suspiciously at Winding Way and College Oak Drive. Dutton said the officers saw the men putting something into a mini-van, which turned out to be a saw....
