Federal prison receiver argues for $8 billion
A federal receiver seeking $8 billion to bring California's prison health care up to constitutional standards brought his case to a federal judge in San Francisco today.
Receiver J. Clark Kelso asked U.S. District Judge Thelton Henderson to hold Gov. Arnold Schwarzenegger and state Controller John Chiang in contempt if they didn't give Kelso the money.
