Chapter Ballot Issues

It has come to our attention that a few chapter ballots, being mailed to CCPOA for counting, have been sent back to the addressee by the postal service.  If this should happen to your ballot please do the following;

  • Please cross out your address that is printed on the back side of the envelope. 
  • DO NOT cross out the bar code also printed on the back side of the return envelope.
  • Resend the envelope through the US Mail.

Following these steps should result in the ballot being delivered to CCPOA.  According to an employee of the US Postal Service, most mail is processed by computer and thus delivered as intended.  Some smaller post offices still sort by hand and are obviously reading the address on the reverse side of the envelope in error.  Crossing out the name and address ONLY should result in removing any confusion as to where the ballot is to be delivered to.  Please leave the bar code as printed.  The bar code is used to verify the ballots as well as ensure members are only allowed one ballot to be cast.  Anyone needing a new ballot can call CCPOA at 1-800-821-6443 and ask for Robert Harvey in Membership.  He will send out a new ballot to any member needing one. 

Be assured that we do have a system that will only allow 1 ballot per member to be counted.  Every ballot is scanned and verified.  If more than 1 ballot is received from a member, the computer notifies us instantly that the member has already voted and the envelope is marked invalid.

CCPOA Benefit Trust Fund

The CCPOA Benefit Trust Fund will hold an election for one (1), three (3) year trustee position during the upcoming CCPOA Convention (to be held August 17-18, 2011, at the Rio All-Suite Hotel & Casino, Las Vegas, Nevada.) The term of this office will be from January 1, 2012, through December 31, 2015. The election will take place on August 18, 2011. The nomination period is now open and will close on June 29, 2011.

Chuck alexander re-elected with 90% of delegate vote

Incumbent Chuck Alexander will continue as executive vice president of the California Correctional Peace Officers Association after winning nearly 90 percent of 429 delegate votes this morning.

According to Bob Walsh, our man on the ground at CCPOA's convention at the Rio All-Suite Hotel in Las Vegas, Alexander opponents Charlie Mohammed received 41 votes and Walter Tucker netted eight votes.

Walsh, a CCPOA retiree who writes for the Paco Villa Corrections Blog, said that Mohammed told assembled delegates that "a vote for Charlie is a vote for cop killers" before he walked out of the convention...

Jerry Brown to address correctional officers’ convention

Gov.-elect Jerry Brown is speaking at the California Correctional Peace Officers Association convention today. His appearance, announced this morning on the convention floor at the Rio All-Suite Hotel in Las Vegas, was confirmed by Brown spokesman Sterling Clifford a few minutes ago.

Brown has spoken to more than a dozen interest groups so far, according to Clifford, who said, "He's carrying a message of the seriousness of the budget situation."

Despite the grim message, Brown's appearance in Las Vegas signals a turn in management-labor relations for CCPOA. The union has been out of contract since mid-2006 and under terms imposed by Gov. Arnold Schwarzenegger since late 2007. Its relationship with the governor has alternated between public recriminations and stone-cold silence, punctuated with furlough lawsuits and several dozen unfair labor practice complaints against Schwarzenegger and his policies...

Jimenez recall fizzles at CCPOA convention

A much-rumored effort to oust California Correctional Peace Officers Association President Mike Jimenez has fizzled at the union's Las Vegas convention.

CCPOA retiree Bob Walsh, a prolific contributor to the Paco Villa Corrections Blog, is attending the two-day meeting at the Rio All-Suite Hotel in Las Vegas and called us with the news.

"A recall vote never even surfaced," Walsh said. "No motion was made."

Jimenez also told the convention that he will not resign, Walsh said. Some union watchers had speculated that the 49-year-old Jimenez would step down over health concerns...

“Experts” opine on Gov-elect Brown and CDCR budget cuts

In light of a diminishing budget and court orders to reduce overcrowding, Gov.-elect Jerry Brown is expected to continue the cost-cutting and population reducing measures already under way for the state prison system.

State officials plan to cut $1.1 billion from the Department of Corrections and Rehabilitation this fiscal year, according to a budget report from the state Legislative Analyst's Office. Prison officials are also considering cuts to corrections officer staffing as well as implementing a 12-hour workday for the officers in response to the shrinking budget.

Jerry Evans, a Brown spokesman, said it's too early to provide detailed comments on Brown's plan for dealing with an overcrowded prison system...

Schwarzenegger: Lawmakers, voters get budget blame

Gov. Arnold Schwarzenegger on Friday pointed the finger at lawmakers and California voters for the $6 billion deficit in the state budget he signed just a month ago.

The Republican governor sought to deflect blame for the deficit, even though the rosy revenue assumptions he and lawmakers used were widely reported when they approved the $86.6 billion spending plan and Schwarzenegger signed it on Oct. 8.

"I think that the Legislature, as you know, did not finish their job the last time," he told reporters Friday. He said he proposed $12.5 billion in cuts, but they agreed to cut only $7.5 billion...

New GOP leader elected in Assembly

Assemblywoman Connie Conway has been elected leader of the Assembly Republican Caucus.

The caucus' 28 members, including 11 freshman members elected Tuesday, unanimously voted to elect Conway, of Tulare, to the post after Republican leader Martin Garrick decided to step down.

The change in leadership comes just days after Assembly Republicans lost control of a state legislative seat held by the GOP for more than twenty years. In an election marked by gains for Republicans nationwide, the caucus failed to pick up any seats in the state Assembly...

A State Senate Race that Really, Really Matters

California has been besotted by the races for governor and U.S senator, but maybe Californians should really be paying attention to the battle for Jeff Denham's state senate seat.
 
Mr. Denham, the Republican who has held the Central Valley seat for the last eight years, is term-limited and running for U.S. Congress. That's created an opening for Democrats, who have a 15-point registration advantage in the district, to seize a strategic prize of greater value than any ordinary state senate seat. A Democratic pick-up would bring the party to within one seat of the super-majority required to pass a budget and hike taxes without any GOP votes.
 
Mr. Denham won the seat in 2002 by a fewer than 2,000 votes. In 2008, with the state in fiscal crisis and the legislature deadlocked, Democrats led by Senate President Don Perata mounted a campaign to recall him in hopes of mustering the power to push through tax hikes without needing Republican support. Voters in the district apparently figured out what was going on. Mr. Denham won with 76%.
 
More than $1.7 million in outside money has poured into this year's race, pitting Democrat Anna Caballero against Republican Anthony Cannella. Nearly a million has come so far from the California Chamber of Commerce. Republicans are willing to do "whatever it takes" to hold the seat, says GOP senate leader Bob Dutton. Apparently that includes striking a devil's bargain with the California Correctional Peace Officers Association.
 
Despite its relatively small size, the prison guards union is one of the most powerful Democratic interests in the state, exceeding even the teachers union in its political contributions and clout. It also remains one of the few unions still bitterly resisting Gov. Arnold Schwarzenegger's pay and pension cuts. Democrats balked at the governor's plan at first, but eventually agreed to pension reforms in return for the governor rescinding furloughs for any unions that went along with the reforms. Still holding out, though, were the prison guards. Sure enough, Mr. Dutton and other senate Republicans who had vigorously supported pension reform voted against the deal, claiming it unfairly punished the prison guards.
 
In what most assume was a quid pro quo, the prison guards raised eyebrows around the state by purchasing $215,000 in airtime for an ad opposing the Democrat Ms. Caballero for the 12th district senate seat. All of the state's other major unions -- the teachers, firefighters, nurses, polices officers, and highway patrolmen -- have endorsed the state assemblywoman. The SEIU and other labor groups have poured $400,000 into her campaign.
 
For the record, Mr. Dutton and the state GOP deny any backroom deal. Maybe so, but Republicans had little to lose by opposing the governor's budget deal since the governor had secured enough Democratic votes to pass the reforms. Likewise, Republicans have a lot to gain from the union's support in the 12th district race. In California, Republican legislators are often derided as heedless ideologues. In this case, however, they clearly aren't averse to playing the inside game with as much pragmatism as the Democrats frequently display.

Political ads: It’s getting really nasty out there

Is anybody fit for office any more? A Florida congressman casts his foe as a religious extremist, "Taliban Dan." A challenger in West Virginia stresses a lawmaker's Arab-American ancestry as shadowy and foreign. Other candidates are nothing but liars, misers, cheaters, even traitors, judging by the 30-second TV attacks.

Deep-pocketed independent political groups are making the 2010 election homestretch the most scathing in years. In the frantic final days before the voting, a blitz of negative ads is hitting the air in more than two dozen tight congressional races.

The ads warn that candidates who say they're on your side actually care more about Arabs or illegal immigrants - take your pick - than about you. And the other guy seeking your vote? Why, he'll simply make stuff up to get it.

Whitman’s Ties to Private Prisons

PRIVATE PRISON ISSUES

Public Safety Threatened

Less than a year after the AZ DOC Director made the above comment, three convicted killers escaped from an Arizona private prison resulting in a nation-wide manhunt. One escapee shot at police in Colorado and the others murdered two people in New Mexico.

CCPOA released a study over a ten year period which showed private prisons had 20 times the escapes from secure facilities than all of CDCR, which had tens of thousands more inmates.

California Liability Increased

The families of the couple murdered by the private prison escapees filed a multi-million dollar suit against the state of Arizona which contracted with the private prison. California will have greatly increased liability under Whitman’s private prison plan...

Meg Whitman will be a disaster for all Californians.  As CEO of eBay, Whitman laid off 10% of the workforce and sent jobs overseas.  If elected she plans to cut 40,000 jobs!  Whitman didn't even bother to vote for 28 years!  Whitman enjoyed the best corporate perks as CEO and now wants to be Governor to enact massive tax breaks for the same Wall Street insiders she has always put first.  Whitman's answer to the problems of California will be to eliminate the middle class, eliminate a fair pension for women and men who risk their lives and health everyday, and create more "private sector" jobs -- yeah -- at Fast Food wages!
 
As Governor, Jerry Brown created 1.9 million jobs -- more than Governor Reagan or any governor since -- and as mayor, he turned Oakland into a city nationally recognized as one of the most business-friendly cities in America.  Brown recognizes that tough times call for tough choices.  CCPOA recognizes that we will have to do our part to turn California around and return to our status as the Golden State.  We need a governor with integrity.  We need a governor who knows the difference between SEU (a Whitman quote) and SEIU.  We need a governor who understands the concept of collective bargaining in good faith.  The time for millionaire/BILLIONAIRE governors is over.  Been there done that!  We need Jerry Brown.

Newly Created Fire Chapter Election Information

April 24 - The notices of the elections with the Notice of Intent to Run for Chapter Office form shall be mailed out to all eligible members.

May 22 - Deadline to receive applications to run for office. Sample ballot to be posted on the CCPOA website.

May 22-28 - Challenge period to correct sample ballot. Proof of mailing is on the applicant.

May 29 - Mail out chapter ballots to all eligible dues paying members.

June 30 - Last day to receive ballots. Any ballots received after this due date will not be counted.

July 1or 2 - Credential Committee shall do the ballot count.

July 3 - Election results will be posted and positions will become effective.
