DPA sends CCPOA their LBF implementation plan
On Sept. 18, 2007 DPA sends to CCPOA their LBF implementation plan. Accordingly over 40 sections of the MOU that were never even discussed previously are now eliminated. The State's initial 6 issues have now grown to over 40 issues. [DPA Memo & CCPOA Response]

While Sacramento police and firefighters are receiving accolades from local officials for making contract concessions during tough times, our governor has summarily rejected any and all attempts by California correctional peace officers to do the same.
With California now reduced to passing out IOUs to cover its growing debts and its credit rating in free fall, the governor's refusal to even consider, let alone enact, any of these cost-saving proposals is puzzling.
We recently offered to reduce future pension obligations, alter sick leave provisions and make other contractual changes that would save California taxpayers more than a billion dollars annually, all of which were flatly rejected by the Schwarzenegger administration.
Quadrennial Audit of CSP-Solano
The report presents four findings and 19 recommendations. Specifically, we identified wasteful warehousing and procurement practices that may have cost millions of dollars statewide. Some of these purchases were made by Health Care Services Division employees under the direction of the former receiver. Consequently, we have also sent a copy of the report to the receiver and his response is included as part of this report. In addition to the warehousing and procurement issues, we found that the insitituion was not effectively using its limited resources to rehabilitate inmates, the department's firearms training policies were deficient, and the institution was not adequately protecting inmate central files. CSP Los Angeles County Medical Inspection
Enclosed is the Office of the Inspector General's final report on its inspection of medical care delivery at California State Prison, Los Angeles County. Consistent with our agreement with the receiver, the purpose of our inspection was to evaluate and monitor the progress of medical care delivery to inmates at the institution. The report finds that based on our weighted scoring system encompassing 18 components, California State Prison, Los Angeles County received 71.7 percent of the total weighted points possible. The report contains a detailed breakdown of the institution's score in each of the 18 relevant categories, including the results of all 142 questions...
