CCC
February 5 – Officers were picking up food trays from the morning meal. When the door of a cell opened, the inmate struck out through the open cell door with his right fist towards one of the officers. The officer caught the inmate’s fist, blocking the strike and pushed the inmate back into the cell as another officer closed the door. Responding staff arrived and the inmate and his cellmate were handcuffed and removed from the cell without further incident. Both inmates were medically cleared and rehoused in administrative segregation.
February 4 – Inmates had been removed from a cell during a search of the cell. As an officer stepped into the cell to begin the search an inmate bolted across the dayroom floor pushing the officer to the side. A Code 1 response was initiated. The inmate grabbed an unknown item of contraband, threw it in the toilet and began attempting to flush the item. Another inmate attempted to go towards the incident but another officer pepper sprayed the inmate. The inmate then assumed a prone position. The officer then responded to the cell where the other officer and inmate were wrestling. The officer used pepper spray, striking the inmate in the face. Both inmates were handcuffed by responding Code 1 staff.
CSP-Centinella
February 23 – An inmate was attacked by two inmates on the maximum security yard. Staff stopped the attack, but the inmate sustained several puncture wounds and was pronounced dead at a local emergency room.
CSP-High Desert
February 19 – An officer noticed an inmate behaving in an unusual manner, so the officer ordered the inmate to a clothed body search. Upon initial contact the inmate spun around and began stabbing the officer in the neck and upper torso with an inmate-manufactured weapon. The officer defended himself and other staff responded using physical force and pepper spray to stop the inmate. The inmate, who is currently serving a 60-years-to-life sentence for first-degree murder, will be charged with attempted homicide of a peace officer.
N.A. Chaderjian YCF
February 1 – Upon being denied a straight-through state paid phone call, a ward threw a 388-page book towards the YCC station, striking a YCC in the head. An alarm was initiated and the ward was secured in his room without further incident. The YCC was medically evaluated and remained on duty.
Paroles
February 23 – A parolee-at-large from Lake Elsinore wanted in connection with a 2008 assault that left the victim with the loss of sight in one eye was arrested by a gang task force.
Also on February 23 – Elk Grove detectives arrested a parolee on suspicion of robbery and parole violation. The parolee is accused of entering a bank on February 14th and using a semi-automatic handgun to rob a teller.
February 22 – Salinas police arrested two wanted parolees following a high-speed pursuit. The arrests came after officers recognized a parolee-at-large who was wanted on a felony arrest warrant. As officers approached the PAL, he started his car, drove off and a pursuit ensued. The chase quickly ended as the PAL crashed into a parked car. The PAL ran but was immediately found in a backyard. A passenger in the vehicle who was also a parolee-at-large ran but was apprehended. A search of the vehicle yielded two plastic bags filled with methamphetamine and rock cocaine.
February 14 – A parolee broke into a Canyon Lake residence stealing roughly $900 worth of electronics equipment. Investigators indentified the parolee as the prime suspect and located the stolen property at a house where he had been staying.
February 12 – A parolee led authorities on a 45-minute high-speed chase that ended when the parolee got out of his car and was tasered by El Cajon police.
February 11 – Officers from the S.A.F.E. Task Force arrested a parolee after failing to comply with sex offender registration requirements. During the arrest Task Force members found methamphetamine in the home and Child Protective Services were called to take a 3-year-old child from the residence. The child’s mother was also arrested on felony and misdemeanor charges related to the incident.
February 10 – A parolee led Santa Maria police on a high-speed chase. The chase ended when the parolee crashed into a parked vehicle. The parolee tried to run away, but was taken into custody. The parolee was booked on charges of violating parole, evading a police officer, hit and run and possession of burglary tools.
February 1 – Brentwood officers searching the vehicle of a parolee discovered a guitar case containing an assault rifle with a high-capacity magazine and several hundred rounds. Both the assault rifle and magazine are illegal to own in California and the parolee’s felon status already prohibited him from having firearms or ammunition. The parolee was arrested and booked into jail.
Also on February 1 – A parolee suspected of taking a car during a burglary was arrested. The parolee was booked at the Southwest Detention Center on suspicion of felony hit-and-run, vehicle theft, possession of stolen property, being a parolee in possession of a firearm, possession of a controlled substance and violation of parole.
Pelican Bay
February 26 – An inmate refused to comply with orders to submit to handcuffs so he could be moved to another cell. The extraction process was initiated and clinical intervention attempted. An officer used pepper spray to stop the inmate from covering up his cell door in preparation for the extraction. This force was met with positive results in that the inmate ceased his actions. The inmate then continued to refuse orders to submit to handcuffs. Additional officers responded to the cell front as the inmate again attempted to cover his cell door. As the officer was attempting to apply a second application of pepper spray, the inmate grabbed the MK9 and began to pull it into the cell through the open cuff port. The officer maintained his hold on the pepper spray but during the struggle for control, the MK9 broke. The canister portion ended up in the possession of the inmate and the handle portion remained with the officer. When the canister broke the OC sprayed out and struck two officers in the torso, neck and face. The inmate backed away and after the cuff port was closed, he became complaint and submitted to an unclothed body search and handcuffs.
February 12 – As an inmate was kicking a cell door, an officer ordered the inmate to stop. The inmate refused and continued kicking the door. Fearing for the integrity of the door, the officer used pepper spray, striking the inmate in the chest and stomach area. The inmate then grabbed personal clothing and other material and attempted to barricade the door. The officer used pepper spray to stop the inmate’s actions.
February 2 – An inmate was kicking his assigned cell door in the CTC. Two officers ordered the inmate to stop, with negative results. One of the officers told the inmate that chemical agents would be used if he did not comply. The inmate continued to refuse orders. The officer then utilized pepper spray, striking the inmate in the chest. The pepper spray had the desired effect and the inmate stopped kicking the door.
Also on February 2 – An inmate intentionally exposed his penis to a registered dental assistant. The inmate tore a hole in the crotch of his Inmate Exposure Suit, and had his penis protruding out of the hole. The inmate was immediately removed from the dental office and returned to his assigned cell.
CSP-Pleasant Valley
February 28 – Ad Seg staff escorted an inmate to be rehoused. Once officers arrived at his cell and removed his restraints the inmate turned and grabbed one of the escorting officer’s hand and kicked the officer in the leg. The officers grabbed the inmate and put him in a prone position and placed him in restraints without further incident. The officers were evaluated by medical and remained on duty.
R.J. Donovan
February 18 – An officer and RN were conducting pill call in a housing unit when the officer opened the food port to issue an inmate his medicine. The inmate proceeded to throw feces and urine at the officer. The feces and urine made contact with the officer’s waist up to the neck, arms and hands. The officer was taken to an outside hospital for treatment.
February 12 – An inmate battered two officers, requiring the use of force. Both officers were sent to an outside medical facility.
February 7 – An officer ordered an inmate to exit the cell to perform a cell search. When the cell door opened the inmate charged the officer striking him several times. Responding staff arrived and placed the inmate in handcuffs. The officer sustained bruises and redness to the shoulder and side of the torso.
CSP-Sacramento
February 8 – Staff were processing an inmate from the block to the main yard when an inmate triggered the metal detector wand. The inmate tried to flee from staff attempting to handcuff him.
Four other inmates began moving towards officers. One of the approaching inmates struck a sergeant several times in the side of his face and jaw. The inmate began running away but the sergeant drew his baton and pursued the inmate and immediately got the inmate in a prone position. As the initial inmate began running, two officers tried to grab a hold of the inmate to prevent him from retrieving something from his waistband. The inmate was swinging his fists at the officers. Nine other inmates started to move toward the incident. An officer moved in between the inmates and the officers who were struggling with the inmate, ordering them to back up. The officer was then punched in the face and back of the head and fell to the ground where he was kicked and punched approximately three or four times in the back and shoulder areas. The officer forced himself back up to his feet at which time he pushed two inmates off of him as a third inmate backed away. The officer pursued the inmate with his baton drawn and ordered the inmate to get down and he complied. At this time the initial inmate spun around and struck an officer on the cheek. The officer grabbed the inmate and forced him to the ground utilizing his strength and weight. Another officer saw two inmates running toward the officer, so the officer used pepper spray. The initial inmate continued to struggle while on the ground and struck the officer two more times in the head and facial area. All inmates were eventually handcuffed. One inmate-manufactured weapon was recovered. Four officers were transported to an outside hospital for treatment of their injuries.
