Blythe/Chuckawalla

April 2 – An officer picked up the phone to call in his count and when he placed the receiver to his ear he realized it was contaminated with an unknown substance with the appearance of fecal matter. The officer was taken to medical and subsequently returned to duty.

Calipatria

April 3 – During a contact visit in the Facility A Visiting Room, the minor son of a visitor was observed placing bindles of suspected controlled substance into a snack bag. The inmate was placed in the Ad Seg unit. The visitor and her son were transported to the Sheriff’s Department for processing. During a search of the visitor and her son, it was discovered the minor was in possession of additional bindles.


Also on April 3 – During a contact visit in the Facility A Visiting Room an inmate was observed swallowing an unknown object. ISU staff confiscated a balloon from the inmate’s hand. The inmate’s visitor then dropped two balloons during escort out of the room. A subsequent search of the visitor’s vehicle revealed 12 more balloons of suspected heroin and marijuana. The visitor was transported to a local jail and her vehicle impounded. The inmate was transported to an outside hospital and eventually passed four balloons in his bowel movements.


April 2 – During yard seven black inmates began to fight each other. A Code 2 response was activated which stopped the riot without any use of force.

CCC

April 19 – A Code 3 was activated when 10 Hispanic and 13 black inmates began rioting on a yard. Staff fired two 40mm rounds to quell the incident. A search of the yard revealed three inmate-manufactured weapons.
Also on April 19 – Officers discovered seven cell phones under an inmate locker in a housing unit. The phones were placed into evidence.
Also on April 19 – An inmate was discovered out of bounds at Antelope Conservation Camp. The inmate was observed walking from the area carrying suspected contraband. A search of his person yielded 26 ounce bags of tobacco, 20 cans of chewing tobacco, nine cell phones, one smart phone and 6 ounces of marijuana. The inmate was remanded to Ad Seg.

April 18 – An officer observed an inmate uncover and pick up a Craftsman nut driver from under the ground cover. The inmate was escorted to the office and interviewed. Staff conducted a search of the area and recovered a 42 ounce can of tobacco, a case of rolling papers, two 2 lb. containers of Whey Protein, one 2 lb. container of Whey Isolate and one 2.2 l.b container of creatine.


April 3 – Officers observed three inmates move quickly to the bathroom area attempting toconceal suspected contraband. As one officer was conducting a clothed body search of one of the inmates, the inmate suddenly dropped both his arms, striking the officer in the chest with his elbow. The inmate was ordered to get down on the ground, which was met with negative results as the inmate was retrieving a cell phone. The inmate broke the cell phone in half and gave it to the officer. The inmate got down on the ground and the inmate was escorted to the OHU. While en route, the inmate attempted to break from the escort causing the use of pepper spray and baton
to stop the inmate. One officer sustained an injury to his ankle.

CCI

April 19 – On Unit 1, staff were escorting an inmate to a holding cell when the inmate began to kick one of the escorting officers. Staff used physical force and batons to stop the attack. The inmate was rehoused in Ad Seg.

CIM

April 25 – During cell feeding of the evening meal, two officers opened the food port and passed the inmate his food tray. The inmate without warning struck one of the officers on her shoulder. The officer immediately closed the food port and an alarm was activated. The officer sustained blunt force trauma to the shoulder and was referred for treatment and evaluation.


April 23 – The ISU executed a search warrant on a visitor resulting in the discovery of narcotics. The visitor was detained and transferred to jail.


April 19 – Officers called for an alarm response to the Mini Yard due to an inmate disturbance that immediately escalated into a riot involving 80 Hispanic, black and other inmates. A Code 2 Response was initiated and an announcement for the yard to get down. The involved inmates complied with staff orders without deploying any use of force options.

CIW

April 22 – A riot involving five Hispanic inmates erupted on an Exercise yard and a Code 1 response was activated. An officer began ordering the inmates to get in a prone position with negative results. As the inmates separated from one another, one of the inmates ran toward two of the other combatants and attempted to kick them. The inmate lost her balance and instead landed on top of the two inmates. The officer used his baton to stop the inmate.

CMF

April 3 – Tower 1 Officer witnessed a truck was parked by a building located in the staff parking lot. A male, female and two children got out of the vehicle and waited for a few minutes. The male then threw a couple of bags away in the garbage can. They all got back into their vehicle and drove away. A sergeant responded to the area and searched the garbage can and found a bag containing 12 bindles of marijuana totaling 190.6 grams and two larger ball-shaped bindles containing tobacco totaling 1069.30 grams.

CSP-Corcoran

April 28 – Two officers were escorting an inmate to his EOP Group program when the inmate kicked one of the officers in the leg. The officer was medically evaluated and remained on duty.


April 23 – An officer was assisting in the observation of visiting when he observed an inmate acting nervous. The officer approached the inmate and advised him to go to inmate processing so he could be strip-searched. The inmate hesitated but then began to comply with the officer’s request. During the escort, the inmate struck the officer in the face and began throwing chairs at the officer. The officer deflected the chairs with his hand and used pepper spray. The inmate then ran towards the inmate restroom, which was locked. The inmate then threw a black bindle toward another officer who took possession of the bindle. Staff were able to force the inmate to the floor. The inmate’s visitor was detained and escorted to the lieutenant’s office. The visitor dropped a bindle approximately three inches in length and one and one-half inches round into a wastebasket. The visitor was transported to jail. Several staff received injuries and one officer was taken to a hospital for medical treatment. A test was performed on the bindle resulted in 51.5 grams of marijuana, 2.7 grams of cocaine, 1.2 grams of ecstasy and 17.8 grams of tobacco.

CRC

April 3 – The ISU concluded a narcotic investigation which resulted in the arrest of a visitor. The visitor was discovered in possession of approximately 5.2 grams of marijuana. The visitor was transported to the Riverside County Jail.

Deuel Vocational

April 24 – An officer was walking on a tier when an inmate threw an unknown liquid substance on the officer striking his face and jumpsuit. The officer was medically evaluated and returned to duty.

Folsom

April 3 – A visitor was escorted from the visiting room and interviewed by ISU. The visitor was arrested when she voluntarily relinquished approximately 4 grams of methamphetamines. The visitor was placed under arrest and transported to the Sacramento County Jail.


April 2 – A Tower Officer observed two inmates battering an inmate on the main yard. The officer fired a warning shot. Responding staff used pepper spray grenades to gain compliance. The Tower Officer then observed two other inmates battering another inmate in the alley. A Code 3 response was initiated. The Tower Officer used his 40 mm, striking one of the inmates in the back. As responding staff arrived the assailants got down in a prone position.

CSP-High Desert

April 19 – On Facility D maximum security yard, officers observed three inmates attacking another inmate with inmate-manufactured weapons. Staff ordered them to stop with negative results. Officers fired rounds from a 40 mm and the Gun Tower officer fired one round from a Mimi-14, striking one of the attackers in the back. The inmates stopped the attack and complied with staff orders to get into a prone position. The victim inmate sustained 30 stab wounds to the head, torso and back and was transported to an outside hospital for treatment.


April 2 – ISU obtained a search warrant for the search of an inmate’s mother who arrived at visiting. When the visitor arrived, ISU staff escorted her to a conference room where she was asked to voluntarily submit to an unclothed body search as well as a search of her vehicle. ISU began searching the vehicle and discovered one small plastic baggy with suspected methamphetamines and one large “Buck” knife. Both items were put into evidence and the visitor was arrested and transported to a detention facility.

Ironwood

April 3 – Staff observed an inmate and his visitor attempting to exchange contraband in the visiting room. Staff responded and escorted the inmate to the D Visiting area to conduct an unclothed body search, where he was able to flush an unknown quantity of unidentified contraband. Staff did discover one bindle of suspected controlled substance on the floor in the visiting search area. The visitor was escorted to visiting processing where she relinquished custody of seven bindles of marijuana and further admitted to having attempted to introduce a total of 20 bindles of marijuana. The visitor was transported to a local hospital as a precautionary measure due to her being pregnant.

Kern Valley

April 28 – An officer was picking up trays when an inmate threw urine at the officer, striking him on the skin and jumpsuit. The officer refused medical treatment and was relieved of his shift.


April 27 – An officer was conducting random searches of inmates leaving the dining hall when an inmate threw his state-issued clothing at him, striking the officer in the chest.


April 20 – An inmate assaulted two officers. Pepper spray was used to stop the inmate’s actions. One officer sustained scratches and bruising to his forearms, injury to his eye and pepper spray exposure. The other officer sustained scratches and bruising to her forearms and exposure of pepper spray.


April 19 – An officer was un-cuffing an inmate on Facility D Building 3 when the inmate turned and struck the officer in the forearm. The officer regained control of the inmate with the help of another officer, placing the inmate back into restraints. The officer sustained redness to the forearm.

CSP-Mule Creek

April 2 – A search warrant was served on a female visitor. The search resulted in approximately 1.2 grams of heroin in her bra. The visitor was subsequently arrested and transported to a local jail.

N.A. Chaderjian YCF

April 7 – A YCC and Supervising Treatment Team Supervisor gave orders for a ward to stop throwing items and a warning that he could face a staff assault charge if he did not stop. The ward responded that he did not ‘give an expletive about a staff assault charge’. The ward appeared to become more upset and then reached into his cell and threw a Styrofoam cup filled with an unknown liquid substance at the face of the YCC. The substance covered the entire front and side of the YCC. The YCC was transported to medical and subsequently referred to an outside medical facility for treatment of exposure to an unknown substance.

North Kern

April 4 – An officer was escorting an LVN during medication rounds when an inmate spit on the officer through the cell door, striking him in the face shield and neck area. The officer was escorted to medical for evaluation, treatment and released.

Paroles

April 26 – An Altadena parolee and suspected gang member was arrested for the January murder of a 47-year-old Pasadena resident.


April 24 – A La Mesa parolee was arrested for beating his mother while at her condo. The woman suffered major injuries to her head and face. Doctor’s described the injuries as potentially life threatening and transferred her to a trauma center.


April 21 – An Oakland parolee was arrested and charged with robbing and sexually assaulting three women in the past seven months. The parolee was paroled from prison the week before his last attack.


April 14 – An Oakland parolee was arrested and charged with murder in the shooting death of the parolee’s former neighbor.


April 13 – San Mateo police arrested a parolee in connection with the killing of a 23-year-old man. According to police reports the parolee and the victim were at another man’s parents’ residence when an argument broke out. The homeowner’s son and the parolee knocked the victim down and put a piece of plastic over his face before the son struck the victim several times with a pipe wrench and the parolee stabbed him in the abdomen. The two assailants then allegedly dragged the victim outside of the house and tried to put him in the trunk of a car, leaving a trail of blood along the way. However, due to the size of the victim, the two assailants were unable to lift him and left him on the ground. The parolee fled the scene and the other man went back into the house, waking his father and informing him something was wrong. When the man’s father went outside and saw the victim’s body he called police. The victim was pronounced dead at the scene.


April 9 – Benicia police stopped a vehicle for expired registration. The officer determined the passenger was a wanted parolee-at-large and had a felony arrest warrant out of Chico. A police search of the vehicle revealed a .45 caliber semi-automatic handgun, hypodermic needles, syringes, two bags containing stolen registration and insurance cards, a stolen GPS device, shaved keys used to steal cars and a spring-loaded awl hand tool.


April 7 – A Yuba City parolee wanted in a recent spousal abuse case was arrested on suspicion of abducting a woman from a WinCo Foods parking lot and raping her. The parolee was charged with false imprisonment, kidnapping, rape and assault with a knife.


April 6- A Chula Vista parolee was killed during an attempted burglary of an Apple Store in San Diego.


April 5 – An Antioch officer pulled over a vehicle without headlights. The driver could not provide identification and gave what the officer suspected was a fake name. As the officer ordered the man out of his car, the driver instead put the vehicle in reverse, trapping the officer between the door and the vehicle body and knocking her to the ground. The vehicle slammed into her patrol car and sped away into a nearby neighborhood. A police dog found the man, who was on parole for weapons and explosives offenses, in a nearby neighborhood.

Pelican Bay

April 30 – A psychologist was conducting an individual counseling session when the inmate threatened to kill an officer during his next escort.


April 29 – An inmate began rubbing his genital area through his clothing while watching a female officer. The officer ordered the inmate to stop with negative results. The officer left the area and reported this incident to her sergeant.


April 28 – Two Southern Hispanic inmates attacked another Southern Hispanic inmate during the morning yard on Facility B. An officer used one grenade to stop the attack, which had positive results. Once the scene was secured all three inmates were removed from the area anddecontaminated.
Also on April 28 – An officer ordered the inmate to stop kicking his cell door with negative results as the inmate continued to kick the door. Fearing for the structural integrity of the door, the officer used pepper spray striking the inmate in the back, head and face. The inmate then ran to the back of the cell wrapping his shirt around his face to diminish the effects of the pepper spray. The inmate appeared to be preparing for a possible extraction, so the officer used more pepper spray striking the inmate in the face. The pepper spray had the desired effect and the inmate complied with orders to submit to an unclothed body search and restraints.
Also on April 28 – During medication pass an inmate threatened to spit in a Licensed Psychiatric Technician’s face.


April 25 – An inmate was ordered to stop kicking his cell door or pepper spray would be used. The inmate then grabbed a blanket and ran to the cell front to cover the door. Pepper spray was used to stop the inmate’s actions and gain compliance.


April 23 – While a psychologist was conducting an individual counseling session, she observed the inmate lean back in the holding cell, elevate his knees exposing his genitals to her. The psychologist immediately exited the room.
Also on April 23 – While at a cell door attempting to conduct an unclothed body search, the inmate suddenly spun around and turned off the cell light then quickly moved to the rear of the cell with his back facing the officers. An officer used pepper spray while at the same time the other officer ordered the inmate to stop. The inmate refused to comply and continued to look for something. The officer applied a second application of pepper spray with the same results. A third application of pepper spray was used, this time with positive results as the inmate submitted to handcuffs.
Also on April 23 – While conducting a search of a solely occupied cell, a sergeant discovered an inmate-manufactured weapon measuring 6 ¼ inches long and ¼ inch wide. The handle was made from tightly rolled paper and the metal tip appeared to be made from a razor blade.


April 22 – An inmate battered an officer by kicking him in the groin while being treated in the psychiatric technician’s office. The officer used physical force and placed the inmate on the ground.


April 21 – An inmate shot a spear out of his cell door striking an inmate en route to the shower. An officer secured the spear and searched the cell. The officer located and secured two additional spears that the inmate attempted to destroy prior to submitting to handcuffs.


April 20 – An officer discovered three inmate-manufactured weapons within the personal property of an inmate. The inmate was charged with possession/manufacture of a deadly weapon.


April 19 – Staff were conducting trash and tray pickup when an inmate threw the tray and food items at the officers.
Also on April 19 – An inmate refused to exit his cell for a cell search. The inmate then attempted to prepare for a Controlled Use of Force so pepper spray was used to stop the inmate’s actions and gain compliance.


April 18 – Two Southern Hispanic inmates were attacked by three Northern inmates on a yard. Staff responded and used pepper spray and baton strikes to stop the riot. The involved inmates were secured and escorted to holding cells.


April 16 – An inmate was yelling and kicking on his cell door. Officers ordered the inmate to stop. The inmate told the officer to open the cell door and he would stab them. The inmate then grabbed a blanket and began to cover himself. An officer used pepper spray to stop the inmate’s actions. The inmate then submitted to handcuffs and removed from the cell. Following a decontamination shower and secured in a holding cell the inmate threatened to rape the officer and his wife and molest his children.


April 15 – An inmate was kicking his cell door and barricading himself in preparation of a cell extraction. Pepper spray was used to stop the inmate’s actions.
Also on April 15 – While a Licensed Clinical Social Worker was conducting a one-on-one in the PSU Treatment Center, she observed the inmate rubbing his penis over his Indecent Exposure Jumpsuit. The LCSW left the room and informed staff of the inmate’s actions. The inmate had nine previous indecent exposure violations. Two officers then began to escort the inmate back to his cell when the inmate attempted to kick one of the officers. The officers used physical force to stop the inmate and place him on the ground. Another officer responded and applied leg irons.
Also on April 15 – An inmate refused to exit the shower and stated he wanted to speak to a sergeant. A sergeant responded and ordered the inmate to submit to handcuffs and exit the shower, to which the inmate refused. The inmate then began to place a towel over his head and refused an officer’s order to stop his actions. The officer used pepper spray to stop the inmate and gain compliance.


April 11 – An inmate began banging his head against the door and concrete wall of his cell. An officer ordered the inmate to stop, warning that pepper spray would be used if the inmate continued. Fearing the inmate would sustain serious injury if allowed to continue, the officer used pepper spray striking the inmate in the torso and face. The inmate stopped his actions and was removed from the cell for decontamination and medical evaluation.


April 8 – An inmate was observed kicking and striking his cell door with his fists. An officer ordered the inmate to stop. The officer then opened the cuff port as the inmate attempted to block the opening with a blanket while continuing to kick the door. The officer used pepper spray to stop the inmate.


April 7 – An officer discovered an outgoing letter authored by an inmate to an outside party which gave instructions to route money to another inmate for the purpose of avoiding court ordered restitution.
Also on April 7 – An inmate was placed into Contraband Surveillance Watch for suspicion of possessing inmate generated gang notes secreted in his rectum. The inmate lunged forward and head butted the sergeant. The sergeant used physical force and placed the inmate on the floor. As the sergeant and officer held the inmate on the floor an alarm was sounded. As responding staff arrived, they secured the inmate into leg restraints while CSW Restraint equipment was placed on the inmate. The sergeant sustained an abrasion to his forearm along with bruising to his arm and shin.


April 6 – While in a holding cell, an inmate threatened to punch an officer in the mouth.


April 5 – An inmate refused to comply with a cell search after he was suspected of hoarding medication. The inmate began to prepare for a possible extraction by barricading his cell. Pepper spray was used to stop the inmate’s actions and gain compliance with staff orders.


April 4 – A psychologist was conducting a mental health interview with an inmate when the inmate threw a plastic bag containing two remote controls on the floor. An officer responded to the office and was informed of the incident. The officer told the inmate the interview was over and to stand up. As the inmate stood up he knocked the phone off the desk and onto the floor. The officer placed the inmate against the wall and the inmate then attempted to strike the officer. The officer used physical strength and body weight to force the inmate to the ground. Another officer responded and assisted in placing the inmate in handcuffs.

R.J. Donovan

April 24 – An inmate in a housing unit assaulted an officer resulting in the use of force.


April 3 – Two officers and an RN went to a cell to give an inmate a PRN injection. One of the officers opened the door and the inmate rushed out of the cell. The officer was able to use physical force to pin the inmate in the corner of a wall. Simultaneously, an officer used pepper spray striking the inmate. The inmate pushed back and the officer slipped on the pepper spray and fell down and hit his head causing him to bleed. The inmate began striking the officer several times. They blew their whistles to alert staff due to the personal alarm devices being INOP. Responding staff arrived and assisted in placing the inmate in handcuffs. Both officers were taken to a local hospital for medical treatment.
Also on April 3 – The Visiting Facility Search Officer was beginning to conduct a search of an inmate when the inmate took off running. The officer activated his alarm and ordered the inmate to get down, with negative results. An officer observed the inmate throw something into the grass on the plaza. The Door Officer then observed the inmate running back toward him, the inmate was ordered to stop with negative results. The officer used pepper spray with positive results. The officer found two bindles in the grass area. The contents of the bindles contained 22 grams of marijuana, 19.7 grams of cocaine and 10.3 grams of tobacco. An officer sustained redness and swelling to the forearm.


April 1 – During yard recall an inmate ran into the Housing Unit office and began knocking everything on the floor. Housing Unit officers responded and the inmate began to swing his fists and feet at the officers. The officer used batons and pepper spray to stop the inmate. One officer who was struck in the face with a baton sustained redness and swelling. Another officer sustained an injured hand.

CSP-Sacramento

April 24 – During an escort, the inmate kicked the escorting officer on the shin. The officer began to fall to the ground and pulled the inmate towards the ground with him in an attempt to maintain control of the inmate. Responding staff assisted by grabbing the inmate and pushing him to the ground while maintaining control of the inmate. Staff applied physical holds to maintain control of the inmate while he was placed in restraints. The battered officer sustained
scratches and redness to the shin.


April 23 – While processing a visitor an officer detected the odor of marijuana emanating from the visitor. Eventually the visitor voluntarily relinquished two balloons of marijuana weighing approximately 67.1 grams.


April 22 – An officer was collecting urine samples from inmates when an inmate threw the urine sample at the officer striking him on his legs and groin area.


April 19 – An inmate threw coffee from his morning meal on the ground and struck an officer on the leg. The officer used physical force to place the inmate on his bed to prevent him from committing a second battery. The inmate then began kicking his legs, striking the officer on his chest and face. The inmate continued to resist the officer. Responding staff activated their personal alarm and used physical force to gain compliance. The officer sustained a kick to the chest and an abrasion to the face.


April 4 – Officers were collecting trays from the morning meal when an inmate reached through a tray slot with a milk carton throwing the unknown liquid contents at the officers. The liquid struck the officers in the face and forearm. The affected staff secured the slot and exited the tier. A sample of the liquid smelled of urine. The officers washed their exposed skin and returned to work without further incident.

Salinas Valley

April 5 – An inmate was placed into restraints and removed from his cell for his morning yard when the inmate turned and spit in the face of one of the escorting officers. Staff used pepper spray to stop the inmate’s actions. The officer received basic first aid, declined further medical treatment and returned to work.

Ventura

April 26 – A ward lunged at a SYCC and proceeded to throw punches to his head and face. The SYCC was struck numerous times despite the immediate intervention of other living unit staff. One YCC wrapped his arms around the ward’s torso to pull him away from the SYCC. The resistive ward then swung his elbow around and struck the YCC on the ear. Responding staff restrained the ward and returned him to his room. The SYCC received an abrasion to the nose and bump to head. The YCC was treated for a contusion to his ear. Both officers received treatment at an outside medical facility.


April 24 – A ward struck a YCO in the face with closed fist. The ward continued to throw punches at the officer until other officers were able to restrain the ward by using pepper spray and physical force.


April 13 – A Treatment Team Supervisor was hit from behind and pushed into a brick wall by a ward participating in a group attack on another ward. During the same incident a Case Manager was assaulted as she attempted to restrain a ward from participating in the group attack. The ward kicked the staff member and forced her into a counter causing her to strike the counter with both knees.


April 12 – A ward swung an unknown blunt force weapon out of a tray slot striking a YCC in the groin.


April 11 – Three wards in a dayroom were able to squeeze out of waist chains and proceeded to violently swing them. Pepper spray was used to stop the wards. A YCC was struck on the jaw by one of the wards as the YCC approached to physically restrain him. The YCC sustained a contusion to the jaw and was transported to an outside medical facility.


April 4 – A YCC was spit on by a ward as the counselor was escorting the ward to a decontamination shower. The counselor was taken off grounds to a medical clinic for treatment of potential infectious disease exposure.


March 29 – A YCC was escorting a ward to his room when the ward turned and spit on the counselor. The spittle struck the YCC on the face and chest. The YCC was treated off grounds and provided an infectious disease prevention cocktail due to the potential of exposure to an infectious disease.


March 28 – A ward stepped towards a counselor and struck him on the thumb with an open palm.


March 27 – A ward reached through the tray slot in his room in an attempt to retrieve a confiscated cell phone. The YCC was struck by the ward on her hand causing trauma to a finger. The YCC was medically evaluated and treated.

Wasco

April 28 – During the evening meal, a Southern-affiliated inmate, believed to be intoxicated, assaulted an officer who was conducting a pat-down search of the inmate. A Code 1 was announced and two additional officers responded. While attempting to control the inmate, three more Southern-affiliated inmates assaulted the responding officers from behind. The Yard Tower officer observed the assault and fired a 40 mm direct impact round, hitting the first assailant in the hip. The officers were medically evaluated and sent to a local hospital for treatment of bruises, cuts and muscle injuries.


April 24 – Facility B staff were conducting the evening meal when they approached a solely occupied cell. When the cell door opened the inmate rushed out hitting the officers in the torso area. Staff used physical force to stop the inmate and bring him to the ground. Staff announced a Code 1 alarm and responding staff arrived placing the inmate in handcuffs and escorted him to a holding cell. The three officers were transported to a medical facility for treatment.
Also on April 24 – An inmate exited his cell and assaulted three officers hitting them in the torso area. An alarm was sounded and responding staff placed the inmates in handcuffs. The officers were medically evaluated and sought additional treatment at an outside medical facility.


April 20 – While serving an Ad Seg inmate evidence papers, the inmate stood up and lunged at the officer and spit in his face. Responding staff used physical force to place the inmate onto a table and apply a spit mask. The officer was treated at the CTC for exposure and referred to an outside medical facility for further treatment.


April 1 – Staff observed two black inmates fighting. Multiple orders to get down and stop were ignored. Staff then observed multiple black inmates join in the fighting. The inmates were striking each other in the face and torso area. Responding staff arrived and continued to order all inmates to stop and get down on the ground, to which the inmates did not comply. Staff used two pepper spray canisters and one grenade to quell the incident with positive results. All combatants stopped fighting and assumed a prone position.
