Meet & Confer Notices – CCPOA has responded with requests for Meet & Confer discussions regarding four new notices sent out by CDCR. One notice for rank and file will address the conversion of 85 reception center beds at CIW into 68 SHU beds and another notice to discuss the impact on correctional supervisors. The two other notices address the conversion of 950 reception center beds to 750 SNY beds at Tehachapi for rank and file and the last notice addresses the same changes at Tehachapi but focuses on the impact to correctional supervisors. We have posted the notices from CDCR and the requests for meet and confer from CCPOA on our website if you would like more information.

CDCR Nearly Makes Court-Ordered Reductions – The first deadline has arrived for the California Department of Corrections and Rehabilitation to begin reducing the inmate population at all of its thirty-three adult prisons in the state. In May of this year, the U.S. Supreme Court ordered California to reduce its prison population by 33,000 inmates. The prison realignment will be handled in six month intervals. As of December 27, the CDCR was expected to reduce populations to 167 percent of design capacity, or 133,000 inmates. The CDCR has until January tenth to submit its population report, but as of December 21, state prisons still needed to release another 15,000 inmates to meet that goal. The next deadline is June 27, 2012. Prison populations must be at 155 percent design capacity. On December 27, 2012, populations must be at 147 percent design capacity. The last prison realignment deadline is June 27, 2013. At that time, state prison populations must be at 137.5 percent design capacity. DJJ Camarillo fire Camp to Close – A Camarillo camp where juvenile offenders have been trained to fight fires is closing this week, leaving only one similar camp open in California. Youths who have been trained at the camp will be reassigned to the Pine Grove camp in Amador County. At its peak, the S. Carraway Public Service and Fire Center, housed five fire crews. LAO Releases analysis of Pension Reform Initiatives – Two ballot proposals aimed at cutting government pension costs could wind up increasing them, are fraught with legal and fiscal uncertainty and would put pressure on governments to increase public employee pay, according to new analyses of the measures. The nonpartisan Legislative Analyst's Office (LAO) released its takes on two public pension reform plans filed by Dan Pellissier, president of California Pension Reform. The group hopes to put one of the proposals to a statewide vote next November. The full news story and the LAO analysis is on the CCPOA website.
Legislature to Return – The state Legislature will return to Sacramento next week to begin their work for the year. The state budget and implementation of realignment will continue to be major topics for the new year. The governor will give his “State of the State” address and then release his annual state budget by January 10th. Also, as it is an election year, CCPOA will continue interviewing candidates and seek to support those that understand and appreciate the challenges correctional peace officers face. A number of proposed ballot measures including the pension reductions mentioned earlier, a prohibition on union political activity, retirement increases, state employee tax increases and the elimination of collective bargaining for state workers have either qualified or are seeking to qualify for the November ballot. We’ll keep you posted.

CCPOA Annual Conference and Convention – CCPOA has announced the dates for the annual convention and training conference. It will be held at the Peppermill Resort in Reno on Wednesday and Thursday, August 29th & 30th, with a state board meeting on Tuesday the 28th.
State Board Meeting – The January Board of Directors meeting will cover two days and has been set for January 20 & 21 at the Capitol Plaza Holiday Inn.
Chapter Presidents Training – New Chapter President training will be held the day before, on Thursday, January 19th at CCPOA Headquarters.
