    In an effort to "promote positive inmate behavior" CDCR has decided to begin a pilot program at CRC, MCSP, CTF, CIM, SOL, CMF, COR, SATF, CEN and LAC. This program calls for Friday visiting from "1200-2000 hours to accommodate both assigned inmates and their working families." Can you say Kumbaya everyone?

As you may be aware, the CDCR is implementing various changes to programs and staff working conditions - some of which may be in violation of our contract.     Hickman Quits. In a move that was long overdue, Corrections Secretary Rod Hickman resigned from his post last week - leaving a trail of failure and disappointment in his wake. While the Administration tried to put a good spin on it - saying that Rod "served tirelessly" - you just can't hide the truth... which is that Hickman will be best remembered for his tireless self-promotion, failed leadership and uncanny ability to blame everyone else for his own and his management team's failures. In response to a recent LA TV news report that state corrections officials are directing parole agents to "hide" high-risk sex offenders in local motels, often within a half-mile of schools, CCPOA says Corrections Secretary Rod Hickman is to blame, saying his failed leadership has left the department "rudderless and out of control..."

    Schwarzegger prison bond proposal. CCPOA President Mike Jimenez testified this week before the Assembly Public Safety Committee on the Governor's bond proposal, as it relates to prison construction and the housing of inmates. Jimenez pointed out that the governor used "reverse math" to determine the number of inmate beds needed - basing it on how much he wanted to spend rather than on what's actually needed to deal with future inmate population growth. The governor's bean-counters also used a six-year-old report to estimate the number of county jail beds needed...

    STATEWIDE INCIDENTS - Ironwood State Prison reported about 17 Hispanic inmates were involved in 3 simultaneous and separate physical altercations on the Facility D, main yard. A Code 3 alarm was announced and staff responded utilizing OC pepper spray, CS scat rounds, side-handled baton and 40 mm direct impact rounds to quell the incident. Six inmates sustained superficial stab/slashing wounds. One inmate sustained severe stab wounds to the abdomen and was transported to Palo Verde Hospital for treatment.     A riot occurred at CSP-Solano, Nov. 17 involving approximately 150-200 Black and Hispanic inmates on Facility II yard. 37mm, CN projectiles, pepper spray and batons were utilized to control the incident.     An Avenal State Prison inmate battered two correctional officers on Nov.4 at about 1040 hours. Force was used to quell the incident. The officers' injuries included abrasions, scratches, swollen areas around the eyes, and reddened areas around the mouth and neck. They were treated and released...

    Just in case you haven't heard, CDC or DORC is again attempting to change the way we have to handle our 998"s. Just a chance for them to gain a little more control over our lives. Currently, according to our contract, side letter #4, we only have to fill out and turn in our 998's when we use specific leave credits. If the State gets their way, and we are fighting them on this, every person would be required to sign and turn in a 998 each and every month, regardless of whether "any" leave was used or not...
