The Supervising Cook activated her personal alarm. Responding staff gave repeated verbal orders for the inmates to stop fighting and assume a prone position. The inmates ignored the orders and continued their assault on the victim inmate. Staff utilized pepper spray striking them in the facial area. This had the desired effect as all the inmates stopped fighting and assumed a prone position. The involved inmates were handcuffed and escorted to be decontaminated, medically evaluated and re-housed within ASU. The victim sustained approximately seven puncture wounds to his back, side and leg. The inmate was subsequently taken to an outside hospital for treatment. May 18 - An inmate committed battery on an officer. When staff opened the food port of a cell, an inmate reached through the open food port and grabbed the officer's duty belt and pulled the officer in towards the cell door. Staff utilized pepper spray to gain compliance with orders to release the officer. The inmate complied with staff orders to submit to being placed in handcuffs. The inmate was re-housed in ASU. The officer sustained no injuries and remained on duty to complete his assigned shift. May 9 - Yard staff observed three inmates starting to batter another inmate. The control booth officer ordered the yard down and all inmates complied except the combatants. Responding staff formed a skirmish line near the incident and gave verbal orders for the combatants to stop fighting and assume a prone position on the ground. The combatants then complied with staff orders. The three inmates were placed into handcuffs and medically evaluated, cleared and rehoused in Ad Seg. Staff found a screwdriver, more than five inches in length and sharpened to a point with a three-inch cloth handle at the other end. All four inmates were identified as Southern Hispanics. May 2 - In a dining room, seven Hispanic inmates were involved in a riot. Staff utilized pepper spray and 40mm to stop the riot. The inmates were medically evaluated and had only minor injuries. There were no injuries to staff. The inmates were rehoused in Ad Seg. A preliminary investigation revealed that the disturbance was related to drug debts. May 2 - While at the Kern County Courthouse, an inmate committed battery against a transportation officer. The inmate made derogatory statements and then spat on the officer. April 9 - Two inmates became engaged in mutual combat on the Facility A lower exercise yard. Staff gave verbal orders for the inmate to stop fighting and to assume a prone position on the ground. The inmates ignored staff orders and continued to fight. The FAB3 Control Booth Officer discharged one direct impact round from his 40mm launcher at the combatants. The inmate stopped fighting and assumed a prone position on the ground. Responding staff placed the inmates in handcuffs and escorted them to the program area where they were medically cleared and subsequently re-housed in ASU. There were no injuries to staff as a result of this incident. April 7 - Two inmates committed battery on another inmate in the dayroom of FAB8. The Control Booth Officer observed two inmates run towards another inmate and began striking him in his face and upper torso. Staff gave several verbal orders for the inmates to stop fighting and assume a prone position on the ground; the inmates ignored staff orders and continued fighting. The Control Booth Officer discharged one direct impact round at the assailants but did not hit his intended target. Responding staff gave verbal orders for the inmates to stop fighting; the inmates stopped fighting and assumed a prone position on the ground. The inmates were placed into handcuffs and escorted to the program where they were medically cleared and re-housed in ASU. There were no staff injuries. March 30 - Two inmates attacked another inmate by repeatedly striking the inmate in the chest and face. The housing unit Control Booth Officer discharged one Direct Impact round, striking one of the inmates in the hand; this had the desired effect as all inmates stopped fighting and assumed a prone position on the ground. Responding staff placed the three inmates in handcuffs and escorted them to the program area where they were medically evaluated, cleared and re-housed in ASU. There were no injuries to staff as a result of this incident. March 29 - During the morning meal, two inmates began to attack another inmate striking his head and torso. The Control Booth Officer discharged one Direct Impact round and did not strike his intended target, but had the desired effect as the inmates stopped fighting and assumed a prone position on the ground. There were no injuries to staff or other inmates. March 26 - Southern Hispanic inmates from seven different cells refused to comply with bed moves and covered their cell windows and doors with sheets, blankets and paper, making it impossible for staff to see into the cell. The on-site Incident Commander received authorization to conduct tactical cell extractions. The Incident Commander prepared to utilize a calculated use of force and assembled four cell extraction teams. Staff systematically followed cell extraction procedures and approached one cell at a time and gave verbal orders for the inmates to submit to being placed into handcuffs and exit the cell; the inmates refused and OC pepper spray was administered into each cell. The inmates complied with staff orders and submitted to being placed into handcuffs and removed from their cells. A total of 15 cells, 28 inmates, were involved in the incident. There was no physical force used or injuries to staff. All inmates were decontaminated, medically cleared and re-housed in ASU without further incident. March 26 - A Medical Clinic Officer opened a holding cell door to allow another inmate into the holding cell; an inmate rushed through the open door, hitting the officer, pushing her backwards out of the way. The inmate then attacked another inmate, who was sitting in a chair in handcuffs. The inmate stabbed the victim inmate in the upper lip with an ink pen. The Officer gave verbal orders to get down while securing the holding cell door. The inmate complied and assumed a prone position. Responding staff placed the inmate in handcuffs and escorted him to the program area. The victim inmate was treated in the medical clinic and subsequently escorted to the Triage and Treatment area where he received sutures to close the wound. The assailant inmate was re-housed in ASU. There was no use of force or injuries to staff. March 20 - Confidential information was received that a Correctional Officer was targeted for assault with a weapon by various members of the Southern Hispanic disruptive group housed in Administrative Segregation. Acting on the information, cell searches were conducted and a total of 17 altered razors were discovered. March 19 - Two inmates were involved in mutual combat resulting in the use of OC pepper spray and one Stinger round. March 8 - Eight Crip inmates became involved in a riot on the Facility B upper yard basketball court. Responding staff deployed one OC grenade into the incident site. As more staff responded the inmates stopped fighting and assumed a prone position on the ground. The inmates were placed in flex cuffs and escorted from the area. All involved inmates were medically cleared and re-housed in ASU. February 20 - During evening meal, an Officer observed two inmates involved in mutual combat. The Officer ordered the inmates to stop fighting with negative results. The Officer used OC pepper spray striking both inmates. The inmates stopped fighting and assumed a prone position. Responding staff placed the inmates in handcuffs with no further incident. Both inmates were medically cleared and re-housed. February 15 - Two Southern Hispanic inmates committed battery on another Southern Hispanic inmate on the lower exercise yard. The observation Officer fired two direct impact rounds from his 40mm launcher; the rounds did not hit any inmates but had the desired effect of stopping the attack. All inmates were medically cleared and re-housed in ASU. February 15 - Two inmates were involved in mutual combat. The inmates were medically cleared and re-housed. February 13 - Two inmates in a Housing Unit engaged in mutual combat. Staff discharged one Direct Impact round from the 40mm launcher to quell the incident. No injuries were reported. February 13 - An inmate who was disruptive in a vocational area was ordered back to his housing unit where he then swung at a Sergeant. The Sergeant put his hands up to defend himself from the attack and sustained two lacerations to his hand. Staff used OC pepper spray to subdue the inmate. The inmate was placed into restraints; while conducting an unclothed body search, staff discovered a 6 to 6-and-a-half inch inmate made weapon secured to the inside of the inmate's thigh. January 20 - An unidentified white female, approximately 30-35 years old, threw liquid from a "Big Gulp" cup on a correctional officer stationed at the gate house. The officer had approached a white Nissan Altima to determine how many visitor passes the passengers needed. The driver responded "Passes? I got your passes bitch," then threw the contents of her cup into the face of the officer. The driver sped away, executed a U-turn and left the institution. The vehicle was a newer car and had no plates. After an evaluation, the officer chose to remain on duty. January 19 - A southern Hispanic inmate suffered a punctured lung after being stabbed 17 times by two other southern Hispanic inmates. The stabbing occurred as the inmates returned to their housing unit after the evening meal. On direct impact round was fired to stop the attack. The victim inmate was transported to an outside hospital. January 17 - An inmate being escorted to Administrative Segregation spit in the face of an escorting officer. The inmate was taken to the ground to gain control. The officer remained on duty and completed his shift. January 16 - An inmate was found to be bleeding from an injury to his forehead in Administrative Segregation. The inmate claimed that his cellmate had hit him in the head with a cup. The inmates were re-housed in separate cells. January 14 - In the Administrative Segregation Unit two inmates were discovered to have injuries from being in a fight. After the discovery, the inmates again began fighting. Responding staff utilized pepper spray to stop the fight. January 11 - An inmate was placed in a crisis bed after kicking a nurse and attempting to bite the finger of an officer while resisting medication mandated under a Kayhea order. |
