Text Version - Wednesday, March 19, 2008Hello and thanks for calling the CCPOA 5150 hotline - today is Wednesday, March 19th, and here is the latest from Sacramento. In contract news - CCPOA and the state continue to fight over the implementation of the Department of Personnel Administration's last, best, and final offer. As most members are aware - in September of 2007 DPA declared that the state and CCPOA were at impasse and no further negotiations would occur regarding a new contract for Unit 6 members. The state presented what they called their last, best, and final offer which contained both economic and non-economic changes to the wages, hours, and working conditions of Unit 6. The term of this last offer was for 3 years. In December of 2007, the Public Employee Relations Board issued a ruling that said the state had gone too far. According to the PERB ruling, the state could not implement the terms of their final offer for three years and could only apply the terms for one year. CCPOA believed that, according to the Ralph C. Dills act, this ruling required that we return to the negotiating table and since December of 2007 we have been sending letters to DPA requesting and even demanding that we get back to the table and get a new contract. Our requests and demands have fallen on deaf ears. Bolstered by newspaper editorials talking about what a horrible deal we got from the state in 2001, and reports from groups like the Legislative Analysts Office which say that we don't have any problems in CDCR, DPA continues to disregard the ruling by PERB and has forced the issue to a full hearing. The dates for the full PERB hearing regarding the December 2007 complaint are April 16th and 17th. And, since so far the state has disregarded the findings of PERB, CCPOA is also seeking an injunction from Superior Court through PERB which would force the state back to the negotiating table. On March 11th we filed our request for Injunctive Relief with PERB and we now wait for a ruling on whether or not we will proceed to Superior Court. You can find copies of nearly all of the letters that have gone back and forth between CCPOA and DPA and judge for yourself as to who is playing games with the livelihood of the members of Unit 6. Also, starting this Thursday, March 20th, CCPOA State President Mike Jimenez will be holding town hall meetings throughout the state. Starting in Blythe - President Jimenez will be out to answer your questions regarding where we are at and, most importantly, where we are going. The meeting places for this week are as follows: On Thursday, March 20th CCPOA State President Mike Jimenez will be in Blythe starting at 2:30 p.m. at the Comfort Suites, 545 East Hobsonway and that night, starting at about 6:30 p.m. he will be in Imperial at the Airporter Inn, 1093 Airport Road. On Friday, March 21st President Jimenez will be in Bakersfield at Hodel's Restaurant, 5917 Knudsen Drive starting at 5:00 p.m. Keep checking back on the website, www.ccpoa.org, and the 5150 Hotline for updates on when a town hall meeting may be in your area.
