Parole realignment working, data suggest

County probation departments appear to be doing a better job supervising criminals than the state's parole agency, according to a report by the state's chief probation officers that found that county probationers are less likely to become fugitives than state parolees.

The report by the Chief Probation Officers of California included statistics from all 58 counties, and looked at the first six months of the realignment program, which shifted jailing and supervision responsibilities for most low-level offenders from the state to counties…
